Key Responsibilities/Duties
- Implement the LTA SHE plan review risk assessments, safe work procedures, method statements and permits.
- Inspect shaft/ERSS, grouting, mined tunneling, shotcrete, plant, lifting and pile-removal activities.
- Control confined-space entry, ventilation, gas testing, access and emergency-rescue readiness.
- Monitor pile detection, staged cutting, restraint, lifting and hot work.
- Coordinate and monitor emergency actions.
- Conduct induction, toolbox talks, inspections, audits, incident investigations and emergency drills.
- Implement EMMP and ECM controls for silty water, noise, vibration, dust, waste and drainage.
- Manage chemical spills, vector control, environmental inspections and reports.
- Liaise with LTA, MOM, NEA, PUB, consultants, interfacing contractors and subcontractors.
Qualifications
- Valid MOM registration as a WSH Officer and valid NEA registration/license as ECO(SCS).
- Diploma or degree in WSH, environmental management, engineering or a related discipline.
- Minimum 3 years prior WSH and environmental experience on LTA construction projects.
- Experience in civil infrastructure, underground works, deep shaft/ERSS or mined tunnelling.
- Knowledge of the WSH Act, LTA SHE/SHEMS, environmental legislation and PUB ECM requirements.
- Competent in RA/SWP, PTW, inspections, incident investigation, reporting and authority liaison.
- Able to inspect deep shafts, confined spaces and tunnels and work shifts when required.
- Confined-space safety, lifting-operation or tunnelling qualifications are preferred.
