About the role
SMITECH is seeking an experienced WSH Manager to lead workplace safety and health management for a major M&E construction project in Singapore.
This role is suitable for a MOM-registered Workplace Safety and Health Officer / WSHO with strong hands-on experience managing WSH systems, site risk management, incident prevention, subcontractor safety control, audits, inspections and safety culture initiatives for construction, infrastructure or M&E project environments.
This project role is to be based on site on a 5.5-day work week.
Key Responsibilities
- Lead and manage the project WSH function in accordance with the WSH Act, project requirements, client expectations and internal safety procedures.
- Develop, implement and maintain the project WSH Management System, safety plans, emergency response procedures and site-specific safety documentation.
- Conduct site inspections, safety audits, risk assessments and follow-up actions to ensure compliance with approved method statements and safe work procedures.
- Review and monitor risk assessments, method statements, permit-to-work systems, lifting plans, work-at-height controls, confined space controls and other high-risk activities.
- Coordinate with project managers, construction teams, subcontractors, consultants, RE/RTO teams and client representatives on all WSH matters.
- Investigate incidents, near misses and unsafe conditions prepare reports and drive corrective / preventive actions to prevent recurrence.
- Lead toolbox meetings, safety briefings, WSH campaigns and site engagement initiatives to strengthen safety ownership across project teams.
- Monitor subcontractor WSH performance and ensure proper safety onboarding, training, documentation and compliance before and during site works.
- Maintain proper WSH records, inspection reports, incident reports, training records, risk assessment registers and statutory documentation.
- Support MOM, client, consultant and internal audits / inspections, and ensure timely closure of findings.
- Promote a strong safety culture where employees, workers and subcontractors take ownership of safe work practices.
Requirements
- Registered Workplace Safety and Health Officer / WSHO with MOM, with valid registration.
- Minimum 5-8 years of post-registration and practical WSH experience, preferably in construction, M&E, infrastructure, utilities, transport, industrial or public-sector projects.
- Strong working knowledge of Singapore WSH Act, WSH subsidiary regulations, risk management requirements and construction site safety practices.
- Proven experience managing WSH systems, site inspections, risk assessments, permit-to-work controls, incident investigations and subcontractor safety performance.
- Experience in M&E construction activities such as electrical works, ACMV, mechanical installation, fire protection, plumbing and sanitary works will be an advantage.
- Able to lead safety meetings, conduct briefings, manage audits and engage project teams, subcontractors and stakeholders effectively.
- Strong documentation, reporting, communication and follow-up skills.
- Able to work independently on site while coordinating closely with project management and client representatives.
- Candidates with experience in large-scale infrastructure, MRT/LTA-related, airport, utilities, industrial or public-sector construction projects will be an advantage.
