Location

Healthcare Facilities / Hospital Environment (Singapore)

Working Hours

  • Monday to Friday: 8:30am - 5:30pm
  • Alternate Saturday: 8:30am - 12:30pm

Job Description

We are seeking an experienced Workplace Safety & Health Officer (WSHO) with FSM experience to oversee and manage all Workplace Safety & Health (WSH) matters within a healthcare / hospital environment. Senior Fire Safety Manager will be advantageous.

The successful candidate will be responsible for ensuring full compliance with statutory requirements, managing safety risks related to workers and vendors, and supporting safe operations across all facilities.

Key Responsibilities

Workplace Safety & Health (WSH)

  • Act as the appointed WSHO for the healthcare facility in accordance with WSH Act and subsidiary regulations
  • Develop, implement, and maintain Risk Assessments (RA) and Safe Work Procedures (SWP) for hospital operations, maintenance works, and contractor activities
  • Conduct regular site safety inspections, audits, and risk reviews across clinical and non-clinical areas
  • Investigate accidents, incidents, dangerous occurrences, and near-misses, including root cause analysis and corrective actions
  • Prepare and submit incident reports, statistics, and WSH performance reports to management
  • Conduct safety briefings, toolbox meetings, and training for workers and vendors
  • Monitor and enforce compliance with Permit-to-Work (PTW) systems, including hot works, confined spaces, work-at-height, electrical isolation, and lifting operations
  • Ensure compliance with infection control-related safety requirements in hospital environments
  • Liaise with MOM, MOH, SCDF, NEA, and other authorities on WSH matters when required

Statutory Licensing & Compliance(Healthcare Facilities)

  • Manage and coordinate statutory licenses and certifications, including:

- Lifting equipment and pressure vessels

- Electrical installations and LEW coordination

- Fire safety certificates and SCDF requirements

- Relevant hospital / healthcare regulatory submissions

  • Track validity, renewal dates, inspections, and testing schedules for statutory items
  • Ensure contractors licenses, permits, and insurance documents are valid and compliant

Vendor & Contractor Safety Management

  • Manage and monitor safety performance of contractors and vendors
  • Review contractors RA, SWP, method statements, and safety submissions before work commencement
  • Conduct contractor safety inductions and site-specific briefings
  • Enforce safety compliance during maintenance, renovation, and ad-hoc works
  • Issue stop-work instructions where unsafe acts or conditions are observed

Fire Safety Manager (FSM)

  • Support facilities management teams in ensuring safe operation of building services, M&E systems, and hospital infrastructure
  • Identify safety risks related to plant rooms, chiller systems, generators, medical gas systems, and critical equipment
  • Participate in facilities planning, maintenance scheduling, and emergency preparedness
  • Support Emergency Response Plans (ERP), fire drills, evacuation exercises, and incident simulations

Reporting & Documentation

  • Maintain proper WSH records, registers, and documentation
  • Prepare weekly and monthly WSH reports, safety dashboards, and management updates

Requirements

  • Registered Workplace Safety & Health Officer (WSHO) with MOM
  • Minimum 3 years of WSHO experience.
  • FSM experience or relevant facilities safety exposure is an advantage
  • Strong knowledge of WSH Act, healthcare safety standards, and statutory requirements
  • Experience managing contractors and vendors in live operational environments
  • Good communication and stakeholder management skills
  • Able to work independently and handle multiple sites or departments

Preferred Qualifications

  • SFSM/FSM
  • Registered WSHO
  • Degree in Health and Safety or relevant
