Job Description

Workplace Safety Health Officer (WSHO) - Construction

Responsible for implementing and monitoring workplace safety, health, and environmental practices to ensure compliance with Ministry of Manpower (MOM) and Workplace Safety and Health Council (WSHC) regulations, while promoting a safe working environment on site.

Primary Job Scopes

1. Workplace Safety Management

  • Develop, implement, and maintain the project Safety & Health Management System.
  • Ensure compliance with the Ministry of Manpower Workplace Safety and Health regulations.
  • Advise management on legal obligations, site risks, and preventive measures.

2. Site Inspection & Hazard Control

  • Conduct daily / weekly site safety inspections.
  • Identify unsafe acts, unsafe conditions, and high-risk work activities.
  • Recommend corrective and preventive actions.
  • Monitor housekeeping, access routes, barricading, and signage.

3. Risk Assessment & Permit Control

  • Prepare and review Risk Assessments (RA), Safe Work Procedures (SWP), and Method Statements.
  • Ensure Permit-to-Work systems are followed for high-risk activities such as lifting, hot works, confined space, and work at height.
  • Review Job Safety Analysis (JSA) before commencement of works.

4. Incident Prevention & Investigation

  • Investigate accidents, near misses, dangerous occurrences, and unsafe practices.
  • Prepare incident reports with root cause analysis.
  • Track corrective actions and preventive measures.

5. Training & Safety Promotion

  • Conduct toolbox meetings, safety briefings, and inductions for workers and staff.
  • Organise safety campaigns and awareness programs.
  • Promote positive safety culture across site teams and subcontractors.

6. Regulatory Liaison & Documentation

  • Maintain safety records, inspection reports, certificates, and statutory registers.
  • Coordinate with Ministry of Manpower officers, clients, consultants, and auditors during inspections.
  • Prepare monthly safety reports and KPI statistics.


Key Daily / Weekly Activities

Daily

  • Site walkabout inspection.
  • Attend morning coordination / toolbox meetings.
  • Check work permits and lifting plans.
  • Rectify unsafe practices immediately.
  • Follow up on previous safety findings.

Weekly

  • Formal safety inspection with project team.
  • Review RA / SWP updates.
  • Conduct emergency equipment checks.
  • Submit safety statistics and reports.
  • Safety committee meeting.

Monthly

  • Safety performance trend review.
  • Audit subcontractor compliance.
  • Management review meeting.
  • Refresher training / campaign activities.
