Job Description

Roles & Responsibilities

  • Advise the occupier/contractor on WSH Act compliance, including duties under the Workplace Safety and Health (Construction) Regulations
  • Carry out risk assessments (RA) and ensure Safe Work Procedures (SWPs) are developed, implemented, and reviewed
  • Conduct or coordinate statutory inspections (scaffolding, lifting equipment, excavation, formwork, etc.)
  • Ensure permit-to-work systems are enforced for high-risk activities (hot work, confined space, working at height, lifting operations)
  • Maintain accident/incident register and ensure timely reporting to MOM (e.g., reportable accidents, dangerous occurrences)
  • Liaise with MOM officers during inspections or audits
  • Conduct daily/weekly site safety inspections and toolbox meetings
  • Identify unsafe acts/conditions and issue corrective action notices
  • Investigate incidents, near-misses, and accidents prepare root cause analysis and corrective/preventive action reports
  • Monitor compliance of subcontractors and workers with SWPs and PPE requirements
  • Oversee housekeeping, traffic management, and site safety signage
  • Conduct safety induction/orientation for new workers
  • Organize toolbox talks, safety briefings, and campaigns (e.g., WSH month activities)
  • Maintain WSH records: RA registers, inspection checklists, training records, accident reports
  • Prepare monthly/quarterly WSH performance reports to management and clients
  • Support tender/bid documentation with WSH management plans
  • Develop and test Emergency Response Plans (ERP)
  • Coordinate fire drills and emergency evacuation exercises
  • Ensure first-aid facilities and trained first-aiders are available on-site
  • Work closely with project managers, site supervisors, and subcontractors to embed safety into daily operations
  • Coordinate with WSH consultants/auditors for external audits (e.g., bizSAFE, ISO 45001)
  • Support client-mandated safety audits (e.g., for CAG, PUB, JTC projects)

Requirements

  • Minimum: WSQ Specialist Diploma in WSH, or Diploma/Degree in Occupational Safety & Health, Engineering, or related field
  • Must be registered as a WSH Officer with MOM
  • Certified Confined Space Assessor (advantageous)
  • Certified Working at Height Assessor/Supervisor (advantageous)
  • ISO 45001 Internal Auditor (advantageous)
  • Minimum 2-5 years in construction as safety officer
  • Strong knowledge of WSH Act, WSH (Construction) Regulations, WSH (Risk Management) Regulations, Code of Practice on WSH RM
  • Good report-writing and documentation skills
  • Ability to conduct RAs, incident investigations, and audits independently
  • Strong communication skills to engage workers)
  • Proficient in MS Office familiarity with digital WSH platforms (e.g., e-permit systems) is a plus
  • Willing to work on-site full-time at construction locations
