Job Description

Seeking experienced Workplace Safety and Health Officer (WSHO) for M&E construction project based on the East side of Singapore.

Working closely with the Project Manager, Construction Manager, site supervisors, subcontractors, and project delivery teams, you will implement WSH management systems, drive site safety compliance, lead risk assessments, conduct inspections, and foster a proactive safety culture across site operations. This role is site-based on a 5.5-day work week, with flexibility required to work on weekends subject to project schedules and site access windows.

Responsibilities

  • WSH System Implementation: Implement and maintain the project Workplace Safety and Health management system in compliance with MOM regulations, project specifications, and client requirements.
  • Site Inspections & Audits: Conduct regular site inspections, safety walks, and compliance checks for active Mechanical & Electrical (M&E) construction activities.
  • Risk Management: Identify site hazards, review Risk Assessments (RA), and enforce safe work procedures (SWP) and Permit-to-Work (PTW) controls for high-risk activities.
  • Subcontractor & Vendor Management: Coordinate with subcontractors to enforce safety compliance, ensure valid work permits/documentation, and drive prompt resolution of site safety observations.
  • Incident Management: Lead incident investigations, root cause analyses, incident reporting, and the execution of corrective and preventive actions (CAPA)
  • Safety Briefings & Campaigns: Organize and lead safety inductions, toolbox meetings, WSH briefings, and site safety awareness initiatives.
  • Site Operational Controls: Monitor site housekeeping, PPE enforcement, lifting operations, work-at-height (WAH), hot works, confined space entries, and electrical safety.
  • Regulatory & Client Liaison: Act as the key site focal point for WSH matters when liaising with client representatives, consultants, and statutory authorities (e.g., MOM, LTA, BCA).
  • Documentation & Reporting: Maintain up-to-date WSH registers, inspection logs, training records, incident reports, and statutory documentation.

Requirements

  • Must be a registered Workplace Safety and Health Officer (WSHO) with the Ministry of Manpower (MOM).
  • Minimum Diploma in Workplace Safety & Health, Engineering (M&E/Electrical/Mechanical/Civil), or equivalent safety management discipline.
  • Minimum 3 years of post-registration practical experience as a WSHO, preferably in M&E, construction, or public infrastructure environments.
  • Domain Preference: Prior experience handling LTA (Land Transport Authority) projects is strongly preferred.
  • Technical Background: Practical exposure to M&E installation works (Electrical, ACMV, Fire Protection, Plumbing & Sanitary, ELV, or BMS systems) is highly advantageous.
  • Flexibility & Work Hours: Able to work site-based in East Singapore on a 5.5-day work week, with flexibility to work on weekends and public holidays when required by site testing, track/road access windows, or project milestones.
  • Deep understanding of the Singapore WSH Act, subsidiary legislation, construction safety standards, and risk management processes.
  • Proficient in Microsoft Office (Excel, Word, PowerPoint) for safety reporting and register maintenance.
