Lead the implementation and enforcement of all Workplace Safety and Health (WSH) requirements in compliance with MOM regulations, WSH Act, and LTA project specifications.
Oversee and control the Permit-To-Work (PTW) system, ensuring strict compliance before any high-risk or construction activity commences.
Conduct daily site safety inspections, surveillance, and proactive hazard identification to eliminate unsafe conditions and practices.
Review work activities, assess risk controls, and ensure safety provisions are in place prior to approval of site operations.
Drive incident prevention through timely investigation of accidents, dangerous occurrences, and near-misses, including root cause analysis and corrective action closure.
Develop, review, and enforce Risk Assessments (RA), Safe Work Procedures (SWP), and Method Statements for all construction activities.
Conduct regular safety briefings, toolbox meetings, pre-start meetings, and safety inductions for all site personnel and subcontractors.
Monitor contractor compliance and ensure strict adherence to approved safety procedures and project safety plans.
Coordinate closely with project management, consultants, and subcontractors to maintain a zero-incident safety culture.
Liaise with regulatory authorities (MOM, LTA, etc.) during inspections, audits, and compliance reviews.
Ensure proper implementation of site safety systems including CCTV monitoring, access control, and security coordination.
Maintain and manage all WSH documentation including inspection records, audit reports, incident statistics, training records, and statutory submissions.
Support preparation of monthly safety performance reports for submission to management and client.
Manage documentation for statutory requirements including P&FM storage licence applications and renewals.
Organise and support Safety Committee Meetings, safety campaigns, and safety promotion programmes to strengthen safety culture.
Assist in preparation of submissions for industry recognition such as WSH SHARP Awards, ROSPA Awards, and other safety excellence programmes.
Track manpower deployment and safety statistics, including submission of mandatory reports to authorities.
Work closely with the WSH Manager to continuously improve site safety performance and compliance standards.
Job Requirements:
Registered Workplace Safety and Health Officer (WSHO) with Ministry of Manpower (Singapore).
Minimum 5 years of experience in LTA MRT projects, underground construction, or major infrastructure projects of similar scale and complexity.
Strong familiarity with high-risk civil works including excavation, structural works, and rail infrastructure environments.
Possess Specialist Diploma in Workplace Safety and Health or equivalent recognised qualification.
Strong knowledge of WSH legislation, LTA safety requirements, and construction safety management systems.
Proven experience in PTW systems, RA/SWP implementation, and incident investigation.
Strong leadership, communication, and coordination skills in managing multi-national workforce and subcontractors.
Ability to work independently under tight project timelines in a fast-paced construction environment.
Willing to perform night shift work, weekend duties, and extended hours as required by project operations.
Candidates with Environmental Control Officer (ECO) certification will have an added advantage.
