Work Safety and Health Officer (WSHO) - Library

Consulting basis: 4hrs a week - 5 Years contract

Job Summary

The Workplace Safety and Health Officer (WSHO) is appointed to oversee and ensure a safe and healthy working environment across the library's operations, with a primary focus on the Supply Committee's premises and operations. This role involves providing expert advice, enforcing compliance with all relevant WSH regulations, and fostering a proactive safety culture.

Key Responsibilities (Summarized)

1. Regulatory Compliance & Advisory - Ensure full compliance with the Workplace Safety and Health Act, Regulations, Codes of Practice, and Singapore Standards. Continuously update library management and stakeholders on new or revised WSH legislation.

2. Risk Management & Hazard Analysis - Conduct weekly risk and hazard analyses at the Supply Committee site and other library premises. Recommend and implement measures to eliminate or minimize workplace risks.

3. Stakeholder & Contractor Management - Collaborate with the library's Properties and Facilities Management (PFM) Group, the Supply Committee's landlord, contractors, and library consultants on all WSH matters, including fire safety, risk management, and crisis management.

4. Inspections, Audits & Enforcement - Perform regular inspections of works, equipment, and fire safety provisions. Identify and rectify non-compliance, initiate temporary suspension of unsafe activities, and conduct monthly audits of the Supply Committee's WSH Management System.

5. Incident Investigation & Reporting - Investigate all accidents and incidents within 48 hours, recommend preventive measures, and submit a comprehensive Monthly WSH Report to library management, including risk observations and safety recommendations.

6. Training & Committee Support - Organize and conduct two WSH briefing sessions yearly for Supply Committee staff, along with induction programs and toolbox meetings. Act as Secretary/Facilitator for WSH Committee meetings, prepare minutes, and submit reports to MOM and the library's HR department.

7. Documentation & External Liaison - Manage all WSH documentation to ensure proper maintenance and accessibility. Liaise with government authorities (e.g., MOM) and third parties on inspections, visits, and non-compliance follow-ups.

Job Requirements

• Registered as a Workplace Safety and Health Officer (WSHO) with the Ministry of Manpower (MOM), Singapore.

• Possess a WSQ Specialist Diploma in Workplace Safety and Health, or a Degree in Occupational Safety & Health, Engineering, or a related field.

• Preferably a Registered Fire Safety Manager (FSM) with the Singapore Civil Defence Force (SCDF).

• Minimum of 2-3 years of relevant experience in a WSHO role, preferably in facilities management, logistics, or a similar environment.
