Job Description

A leading Singapore-based digital payment solution provider, licensed under the Monetary Authority of Singapore as a Major Payment Institution, is seeking an experienced Vice President of Regulatory Compliance to join their dynamic team. This role offers the opportunity to lead compliance for cutting-edge digital payment token services and cross-border payment transfers in a high-growth fintech environment.

Key Responsibilities

  • Act as Subject Matter Expert on the Payment Services Act and related MAS regulations, including cross-border money transfers, digital payment tokens, technology risk management, and stablecoin compliance.
  • Develop and maintain the compliance framework covering business conduct, transaction monitoring, safeguarding customer assets, vendor risk, and operational resilience.
  • Manage regulatory licensing obligations, lead regulator engagements, and oversee inspections, breach reporting, and remediation activities.
  • Collaborate with product and engineering teams to embed compliance by design across APIs, wallets, and payment flows.
  • Oversee market integrity for OTC/exchange activities, enforcing best execution, fair pricing, and market surveillance.
  • Conduct regulatory due diligence on partners and maintain risk assessments across multiple jurisdictions.
  • Ensure cybersecurity compliance with risk management, incident response, penetration testing, and key management.
  • Lead or support licensing applications and compliance in new jurisdictions including Hong Kong.
  • Deliver tailored compliance training across departments to promote compliance culture.

Requirements

  • Minimum 13 years experience in regulatory compliance within payments, fintech, crypto, or virtual asset service providers.
  • Deep expertise in the MAS Payment Services Act framework, AML/CFT, Travel Rule, technology risk, and customer asset protection.
  • Practical experience with blockchain analytics, wallet screening, sanctions programs, and exchange/OTC market integrity.
  • Prior exposure to Hong Kong MSO licensing requirements highly advantageous.
  • Strong stakeholder management skills and proven ability to embed compliance into product design and operations.
  • Relevant professional certifications such as CAMS, CISSP, CISM, or CGSS a plus.
