About the Role:
This role provides end‑to‑end delivery leadership across the full SG CBWMO change portfolio, ensuring complex SG‑led and regional initiatives are executed with discipline, strong governance, and clear accountability. It safeguards rigorous programme management, testing ownership, operational readiness and benefits realisation, while also overseeing GenAI execution as part of the broader transformation agenda.
The Head of Optimised Operations & Strategic Delivery is accountable for end‑to‑end delivery assurance, optimisation and execution discipline across all Singapore CBWMO programmes, including regional initiatives impacting SG and SG‑led transformation projects.
The role ensures that change initiatives translate into stable, controlled, measurable outcomes in operations, with strong governance over delivery, testing, benefits realisation, and GenAI performance.
This is a critical control and execution role, sitting between strategy, technology and front‑line operations.
Core Accountability:
- Provides end‑to‑end delivery oversight across all SG CBWMO (Consumer Banking and Wealth Management Operations) and SG‑impacting regional programmes, actively managing milestones, dependencies and delivery risks.
- Acts as the single point of consolidation for portfolio status, resource heatmap, cross‑programme prioritisation, and risk and issue escalation beyond traditional PMO reporting.
- Directly leads and delivers SG‑owned initiatives, ensuring system changes, process redesign and control uplift achieve sustained operational outcomes.
- Owns test strategy, UAT execution and operational readiness (including managing CTT resources)
- Accountable for GenAI monitoring in operations, while driving standardised, repeatable delivery practices to ensure resilient and auditable transformation.
Job Description:
Strategic Delivery Leadership
- Demonstrated ability to operate at enterprise / portfolio level (50,000‑ft) while retaining the confidence and discipline to deep‑dive into execution detail (e.g. milestones, test cases, defects, controls, dependencies).
- Strong judgement to translate strategy into executable delivery plans, even where problem statements, scope or success measures are initially ambiguous.
- Proven track record of end‑to‑end delivery ownership across complex, cross‑functional programmes — from problem definition through to stabilised BAU outcomes.
- Execution & Structuring Capability
- Exceptional at structuring ambiguity into action: breaking ill‑defined initiatives into clear workstreams, milestones, risks, and decision points.
- Ability to create tight, outcome‑driven plans covering delivery, testing, operational readiness, benefits tracking, and post‑implementation stabilisation.
- Comfortable taking accountability for getting it done rather than managing plans in isolation.
- Stakeholder & Governance Management
- Highly effective at managing multi‑dimensional stakeholders:
- Vertical: senior leadership, steering committees, regulators / control partners as required.
- Horizontal: technology, risk, control, operations resiliency, change and HR.
- Cross‑department / regional: navigating differing priorities, maturity levels and incentives.
- Able to influence without formal authority, resolve delivery tensions early, and escalate decisively when needed.
- Strong governance mindset — ensures delivery discipline without creating unnecessary bureaucracy.
- Operational & Change Delivery Depth
- Deep understanding of operational change delivery, including:
- System change impacts on front‑line operations
- UAT strategy and execution
- Cutover, readiness, rollback and stabilisation
- Practical experience ensuring that change translates into sustained operational outcomes, not just project closure.
Agile & Learning Mindset
Agile learner with the ability to rapidly get grounded in unfamiliar domains (processes, systems, regulations, operating models).
Comfortable operating in environments where ways of working, tools (e.g. GenAI‑enabled delivery), and organisational structures are evolving.
Able to adapt delivery methods pragmatically to fit context — not dogmatic about frameworks.
Requirements:

- Strong personal ownership and bias for action; comfortable being the point of accountability in high‑pressure environments.
- Clear, structured communicator — able to distil complex delivery realities into concise, decision‑ready updates for leadership.
- High integrity and resilience; able to hold teams and stakeholders to account while maintaining constructive relationships.
- Minimum 7 years of relevant experience in project / programme delivery, preferably within operations‑heavy, regulated or large‑scale enterprise environments.
- Experience spanning business, operations and technology delivery is strongly preferred.
- Formal PM / Agile certifications are beneficial but not a substitute for proven delivery track record and judgement.
