Job Description

Purpose/ Objective:

The Team Lead, Security Governance & Security Systems Strategy plays a critical role in strengthening the Bank's security governance, security systems infrastructure, and strategic capability.

This position is responsible for leading and developing the Group's security governance function, defining its strategic direction, priorities, and roadmap in alignment with DBS risk appetite and overall security strategy. The role also encompasses the design and governance of security systems across all regions, ensuring consistent application of standards, regulatory compliance, and operational resilience. By collaborating closely with in-country security managers, technology teams, facilities, and third-party vendors, this role drives initiatives that safeguard people, assets, information, and the Bank's reputation in accordance with the Group's security strategy.

Responsibilities:

  • Governance Leadership (Policy, Standards & Framework Management)
    • Own the Group-wide physical security governance framework, including policies and standards.
    • Set strategic direction and priorities, ensuring roadmaps align with DBS risk appetite and overall security strategy.
    • Provide guidance to regional teams and uplift standards to address emerging threats, driving consistency and excellence across all markets.
    • Drive regular reviews and enhancements and maintain supporting artefacts including SOPs and implementation guides to ensure clarity and consistent execution.
  • Advisory, Risk Oversight & Reporting
    • Act as the subject matter expert to regional and country teams, providing guidance on policy interpretation and implementation.
    • Partner with Internal Audit, Risk, and Compliance to resolve interpretive ambiguities, articulate control intent, and support effective remediation of findings.
    • Oversee the governance of policy deviations and exceptions, ensuring proper risk assessment, approval, and tracking across the region.
    • Provide clear reporting and insights to senior management to support risk-informed decision-making.
  • Security Systems - Strategy & Technology Leadership
    • Own the strategy and standards for physical security systems (e.g., access control, CCTV, intrusion detection, visitor management, alarm monitoring, and related platforms).
    • Define and maintain group technical and operational standards to ensure consistency, resilience, and compliance across all sites.
    • Lead global and regional security initiatives, including modernization, integration, and optimization of physical security systems.
    • Align project objectives with the Bank's security strategy, operational risk framework, and regulatory obligations, overseeing project governance, documentation, and progress reporting to senior stakeholders.
    • Drive continuous improvement through post-project evaluations and lessons learned, and champion standardization, automation, and innovation across governance and systems.
  • Security Systems - Risk Management
    • Collaborate with Security Operations, Security Compliance, IT, and Cybersecurity teams to ensure physical security systems and operations comply with local regulatory requirements, industry standards (e.g., ISO 27001, PCI DSS), internal policies, standards, secure design principles, network integrity, and data protection.
    • Conduct system audits and assurance reviews for Physical Security Systems across regions.
    • Maintain accurate records of system configurations, maintenance logs, vendor SLAs, and audit results.
    • Provide advisory and support to Country Security Managers concerning physical security systems.
  • Security Systems - Stakeholder & Vendor Management
    • Act as a trusted advisor to senior stakeholders and build strong relationships with regional and country security teams, ensuring consistent implementation and that solutions meet local needs while aligning with group standards.
    • Act as the Bank's primary point of contact for security technology vendors, integrators, and consultants.
    • Support local security teams in evaluating and resolving complex system or vendor issues.
    • Liaise with security system vendors to evaluate system capabilities and stay abreast of the latest technology, products, and services.
    • Provide technical guidance and escalation support to security teams and facilities management.
Requirements (Education, Experience & Technical):

  • Education
    • Bachelor's degree in Security Management, Electrical/Systems Engineering, Information Technology, or related field.
    • Relevant professional certifications strongly preferred. E.g Certified Protection Professional (CPP) or Project Management Professional (PMP)
  • Experience
    • Minimum 8-10 years working experience, with 5-8 years in security/ systems management, with strong exposure to physical security technology and project delivery.
    • Demonstrated experience developing and implementing security governance frameworks, policies and standard.
    • Experience in engaging with internal audit, regulators and senior stakeholders.
    • Demonstrated experience managing multi-country security technology projects in a regulated financial environment.
    • Sound understanding of security system architecture, integration, and lifecycle management.
    • Familiarity with banking industry security standards, operational risk management, and regulatory frameworks.
  • Skills & Competencies
    • Ability to set direction and drive governance strategy across the region.
    • Excellent communications skills, with the ability to articulate complex issues clearly.
    • Skilled in navigating ambiguity and resolving interpretive difference (e.g. policy vs audit expectations).
    • Strong project management, budgeting, and reporting capabilities.
    • Excellent stakeholder management and vendor negotiation skills.
    • Analytical thinker with the ability to assess risk and design effective mitigation strategies.
    • Strong understanding of IT network security concepts and their relationship to physical security systems.
    • Effective communicator, able to influence at all organizational levels.
