MetaComp Pte Ltd is a leading Singapore-based digital payment solution provider, licensed and regulated by the Monetary Authority of Singapore (MAS) as a Major Payment Institution, to provide Digital Payment Token Services and Cross-border Payment Transfers. Operating under a P2B2C (platform-to-business, partners-to-clients) model, MetaComp provides its clients with an integrated end-to-end suite of services, empowering them to confidently enter the digital asset market with much-needed safety, security, and compliance assurance. Together with its parent company, Metaverse Green Exchange Pte. Ltd. (a MAS-licensed CMS holder permitted to carry out, inter alia, brokerage and custody services), MetaComp introduces its suite of services through CAMP (Client Assets Management Platform) which allow businesses to develop and scale their digital asset offerings through various products and/or services such as over-the-counter transactions, fiat payments, digital asset custody and prime brokerage.
Business coverage:
- Primary entity: MetaComp (Major Payment Institution under Payment Services Act 2019).
- Product scope: Cross-border payments, digital payment token services (OTC and exchange trading), stablecoin-fiat conversion, prime brokerage, custody, PSP infrastructure, WalletSafe (on-chain AML/CFT screening), MPC Wallet, POBO/COBO.
- Jurisdictions: Singapore (primary), with prospective Hong Kong MSO (money service operator) licensing and other strategic markets.
Key responsibilities:
Regulatory advisory and interpretation (SG)
- Serve as SME for PSA and related MAS Notices/Guidelines applicable to MPI (cross-border money transfer, DPT services), including Technology Risk Management, Cyber Hygiene, E-payments User Protection Guidelines (as applicable), and stablecoin-related requirements.
- Translate regulatory obligations into practical controls across product, engineering, operations, and customer-facing teams.
Compliance framework and monitoring
- Maintain the Compliance Framework for payments and crypto businesses: business conduct, complaints, disclosures, transaction limits/controls, safeguarding of customer monies/assets, outsourcing/vendor risk, operational resilience.
- Execute risk-based CMP: transaction monitoring, market abuse/surveillance for OTC/exchange activities, FX/stablecoin conversion controls, and wallet screening oversight.
Licensing and regulator engagement
- Manage MPI license conditions, business plan updates, senior appointment notifications, and new activity add-ons (e.g., additional corridors, products).
- Lead interactions with MAS: inspections, thematic reviews (e.g., AML/CFT, TRM), breach/incident reporting, and remediation.
Product and infrastructure compliance
- Partner with product/engineering on StableX, Pay, Wallet, and Wealth modules to embed compliance by design: API partner onboarding, counterparty standards, MPC wallet key management controls, custody segregation, and customer asset protection.
- Oversee exchange/OTC market integrity: best execution, fair pricing, conflicts, market surveillance, and liquidity provider governance.
Cross-border corridors and partners
- Conduct regulatory due diligence of PSP partners, market makers, custodians, and banks across APAC, Europe, and the Americas; maintain partner risk assessments and contractual controls.
Technology risk and cybersecurity
- Ensure compliance with TRM and Cyber Hygiene requirements: security baselines, incident response, penetration testing, DR/BCP, key management, and change management.
- Review smart contract/stablecoin integration risks and wallet security controls (MPC, multi-cloud, shard governance).
Consumer/institutional protection
- Oversee disclosures, marketing compliance, complaints handling, and error resolution procedures; ensure institutional client agreements and risk disclosures meet regulatory standards.
Regulatory reporting and financial crime operations
- Ensure timely MAS returns, fraud reporting, and DPT incident notifications; implement MI dashboards and KRIs for compliance.
International expansion (HK MSO and others)
- Lead or support HK MSO application and ongoing compliance (AMLO, CDD/KYC standards, suspicious activities monitoring and reporting, store-of-value/payment instruments where applicable).
- Map differences between PSA (SG) and MSO (HK) for policy harmonization; support other jurisdictions licensing strategy.
Training and culture
- Deliver tailored training for sales, ops, traders, engineers, and leadership on AML/CFT, sanctions, market abuse, technology risk, and product-specific obligations.
Minimum Qualifications:
- 5+ years in regulatory compliance within payments/fintech/crypto, VASPs, or regulatory/consulting roles focused on PSA/DPT for high-growth fintechs.
- Strong command of the MAS PSA framework, compliance for DPTs and cross-border money transfer, Travel Rule, TRM/Cyber Hygiene, and safeguarding/customer asset protection controls.
- Hands-on experience with blockchain analytics tools, wallet screening, sanctions programs, and typology-driven alerting.
- Experience with exchange/OTC market integrity and fair dealing preferred.
- Exposure to Hong Kong MSO/AMLO requirements; experience preparing MSO license applications is advantageous.
- Excellent stakeholder management across product/engineering and external partners; track record embedding compliance by design into APIs, wallets, and payments flows.
- Relevant certifications (e.g., CAMS/ICA, CISSP/CISM for TRM exposure, CGSS, ACFCS) are a plus.
Preferred Qualifications:
- 8+ years in regulatory compliance within payments/fintech/crypto, VASPs, or regulatory/consulting roles focused on PSA/DPT for high-growth fintechs.
