Job Description

Our client is a fast-growing, regulated financial institution in Singapore, building a modern banking platform with a strong focus on customer experience, resilience, and scalable growth.

They are seeking a senior Treasury & Balance Sheet Management Lead to oversee funding, liquidity, and balance sheet strategy. This is a leadership role with broad exposure to senior management, regulatory engagement, and strategic initiatives.

The successful candidate will play a key role in shaping balance sheet optimisation, regulatory compliance, and treasury transformation initiatives within a dynamic and collaborative environment.

Key Responsibilities

Liquidity & Funding Strategy

  • Monitor and manage regulatory liquidity metrics (e.g. LCR, NSFR, ILAA) and internal risk limits
  • Oversee daily liquidity and cash management, including intraday liquidity and contingency planning
  • Conduct short- and long-term liquidity forecasting, including stress scenarios
  • Support funding strategy execution across deposits, wholesale funding, and interbank facilities
  • Coordinate execution and settlement of treasury market instruments
  • Support treasury-led strategic initiatives and special projects as required

Balance Sheet Management

  • Drive ALCO processes and ensure effective implementation of ALM policies covering:
  • Interest rate risk
  • Liquidity risk
  • Capital risk
  • Market / investment risk
  • Lead balance sheet optimisation initiatives to support profitability and risk appetite
  • Drive annual ICAAP and related stress testing exercises
  • Manage IRRBB profile and develop sustainable income-generating balance sheet strategies
  • Lead and maintain internal Funds Transfer Pricing (FTP) frameworks

Advisory & Strategic Partnering

  • Provide strategic advice to senior management on:
  • Balance sheet structure
  • Funding mix and capital allocation
  • Liquidity and interest rate risk exposure
  • Assess and anticipate regulatory, macro, and market developments impacting the balance sheet

Risk, Controls & Governance

  • Ensure compliance with approved liquidity and capital risk frameworks and limits
  • Maintain oversight of treasury risk measures and governance standards
  • Support development and maintenance of treasury risk policies and procedures
  • Coordinate with risk, compliance, and audit teams as required

Regulatory & Audit

  • Oversee regulatory reporting processes, ensuring accuracy, timeliness, and robust controls
  • Monitor regulatory developments and assess impact on treasury activities
  • Maintain key treasury documentation (e.g. liquidity plans, balance sheet manuals, FTP guides)
  • Support internal and external audits

Treasury Operations & Systems

  • Oversee treasury front, middle, and back office operations and controls
  • Act as product owner for treasury systems and data infrastructure
  • Partner with Finance, Operations, and Technology teams to improve automation, reporting, and controls
  • Drive continuous improvement in treasury processes, systems, and data quality

Stakeholder Management

  • Partner with FP&A on planning, budgeting, and capital/liquidity forecasts
  • Engage product and growth teams on new initiatives requiring treasury assessment
  • Work closely with technology teams on treasury system enhancements
  • Foster a strong culture of risk awareness, collaboration, and execution excellence

Requirements

  • Minimum 12 years of experience in bank treasury, with exposure across front, middle, and/or back-office functions
  • Strong understanding of MAS regulatory frameworks (LCR, NSFR, ILAA, ICAAP, relevant MAS Notices)
  • Proven experience in liquidity management, ALM, funding strategy, and treasury operations
  • Solid knowledge of FTP frameworks, balance sheet analytics, and treasury systems
  • Exposure to digital banking, fintech, or tech-enabled financial platforms is an advantage
  • Strong stakeholder management skills with the ability to influence senior leadership
  • Comfortable operating in a fast-paced, evolving environment
