ROLE PURPOSE
To create the Competency Management system with input from all other Departments for their respective discipline.
DUTIES & RESPONSIBILITIES
- Formatting and documentation of Organizational charts
- Development of schedules etc. for training interventions
- Marking of assessment papers against answer sheets
- Provide ad-hoc technical support as required
- Various duties outside the normal scope of a technical writer as and when required due to operational demand
- Responsible for all technical documentation associated with the PAL-Competency Management System, (PAL-CMS) of AMO.
- To develop and maintain Operations related documentation in support of the Competency Management System.
- Provide guidance and support to Procedure Writers
- Focal point of contractual document system writers in the development of CMS and relevant documentation Engineering Interface in the collating of source/reference documents from relevant standards organization, vendor data, technical abstracts, and project documentation.
- Assist with Task Analysis and Classification process
- At times assist research, analyze, plan and draft Operating & Maintenance procedures and manuals
- Assist in the development of Competency Assessment packages
- Review existing documents, advise on content and structure during upgrade process
- Implement changes to procedures as identified by Management of Change process
- Identify improvements to procedures during revalidation process
- Assist in provision of procedures training to Operations & Maintenance teams
- Perform at times as a Competency Assessor

- Operations & Maintenance Specialists in the respective field Production, Rotating Equipment & Mechanical, Electrical & Instrumentation, Marine and Deck Officers, etc.
EXTERNAL
- Relevant training organization e.g. OPITO including recognized training providers/institution
- Shipyard and/or external contractors
REQUIREMENTS
- Process engineering, Instrumentation and control, Laboratory testing, Field and Control Room Operations gained from various upstream and downstream oil & gas facility onshore/offshore including gas compression, liquefaction, distribution, gas lifting, etc., understanding of the various marine system available in the FPSO/FSO
- 10 years experience in Oil & Gas facilities (or similar) in Operations or maintenance capacity with a demonstrable strong commitment to HSEQ.
- 5 years experience in developing Operating & Maintenance procedures or similar documents
The incumbent must demonstrate the following skills:
- Possess ability to act as Competency Assessor to multinational workforce
- Proficient user of Microsoft Office and other related software and applications
- Ability to interpret engineering drawings and manuals e.g. P&IDs, PFDs, Isometrics, Single Line Diagrams, plot plans and vendor manuals
- Good command of English language both written and verbal
- Can produce technically accurate, complete and easy to understand documents
- Supports team concept and interacts well with others
- Strong personal, interpersonal skills and cultural sensitivity are required and there is a need to be able to adapt to rapid changes in pace and scope as operational and project activities dictate.
- Time management blackbelt inclined to a proactive attitude to change, flexibility.
- Experience of working in a multidiscipline and multinational team.
