Job Description

IMH is looking for intermediate operations research data analysts/scientists who are passionate about healthcare analytics to expand the hospital's analytic capabilities.

Successful candidates will be imbedded in an experienced analytics team that will be overall responsible for managing projects and their deliverables. This will afford the candidate an opportunity to gain experience related to the role of OR in change management, process improvement, and policy planning. They will work with an existing team of seven data engineers and biostatisticians to improve the utility of information derived from existing databases. They will also work with clinicians and hospital administrators to develop models and simulations geared toward resource optimisation, performance improvement and scenario testing.

In addition to building simulations and maintaining models, the position will require the candidate to help the hospital expand its existing human capital by sharing their knowledge and operations research experience with the data- engineering team in which they will be imbedded. Successful candidates will have a keen interest in supporting the development of colleagues.

Candidates must be familiar with major operations research methods, such as, optimization (e.g. linear programming), forecasting (e.g. exponential smoothing and autoregressive models), stochastic processes (e.g. Markov Chains) as well as simulation models (e.g. Monte Carlo and discrete-event). In addition, they should also be competent in the associated tools and platforms, including Anylogic, as well as key programming languages such as Python and SQL.

Successful candidates are expected to complete work of a quality that would stand up to peer review.

Candidates will be expected to adhere to a strict code of ethics and to familiarize themselves with PDPA regulations.

Job Responsibilities

  • Lead operations research and analytic projects designed to deliver insights into hospital-wide operational and clinical issues. This includes sourcing meaningful projects from the clinical and operations teams, plan appropriate analytic and modelling approaches, directing and supporting the collection/sourcing of appropriate and relevant data, construct the models and simulations, assess model robustness and validity, interpret simulation results and disseminate insights to relevant stakeholders.
  • Develop stakeholder buy-in for proposals and adoption of simulation-generated insight. This involves general stakeholder management to help disseminate lessons learned from the simulations.
  • Develop and support time-in-motion studies to generate data needed to develop models. Additional resources are available to do actual data collection.
  • Assist in the upskilling of staff to widen the data literacy of IMH staff.
  • Able to commit working till end of contract. Please indicate travel plans (if any).

Requirements

Competency

  • Familiarity with Markov models, Discrete event simulation and Agent-based modeling necessary.
  • Comfort with stakeholder engagement, leading discussions, and knowledge dissemination.
  • Training in Anylogic, and python preferred.
  • Background in mental health/psychiatry is not absolutely necessary but previous experience in health service research preferred.

Educational And Professional Requirements

  • Minimum completed BSc in Operational Research/Statistics/Data science. MSc would be an advantage
