The Telecom Engineer will support the full engineering lifecycle for telecommunications systems within large-scale engineering and construction projects. This includes system design, technical reviews, vendor management, factory acceptance processes and quality oversight during procurement and fabrication.
The role ensures all telecom systems and equipment meet project requirements, international standards, and integration needs across multidiscipline environments. The engineer will coordinate with vendors, resolve technical issues and support system implementation throughout engineering, construction and potentially commissioning phases.
Key Responsibilities
Engineering & Design
- Develop and review telecom system designs including PAGA, CCTV, access control, radio systems, IP networks, fiber optic communication and telecommunication cabinets.
- Ensure design compliance with project specifications and relevant international telecom standards (IEC/ISO/ITU/API).
- Conduct technical evaluations of vendor proposals and engineering documentation.
Vendor Engineering & Quality Oversight
- Review vendor documentation (architecture drawings, ITPs, MPS, FAT/SAT procedures, network diagrams, cable lists, interface documents).
- Lead technical clarification discussions with suppliers and resolve discrepancies in design and system configuration.
- Participate in vendor audits, inspections and witness testing for telecom equipment.
Procurement & Technical Assurance
- Define telecom material requirements and support procurement with technical bid evaluations.
- Ensure purchased equipment meets all technical and quality requirements prior to shipment.
- Issue non-conformance reports (NCRs) and ensure timely vendor corrective action and root-cause analysis.
Construction, Integration & Commissioning Support
- Coordinate with electrical, instrumentation, control systems, mechanical and structural teams to ensure seamless system integration.
- Provide technical support during construction, pre-commissioning, testing and commissioning activities.
- Support integration of new telecom systems into existing facilities when required.
Documentation & Handover
- Review as-built documentation, manuals, network configuration files and test records.
- Ensure all telecom documentation meets project requirements for close-out and handover.
- Maintain proper traceability of telecom quality and inspection records.
Qualifications & Experience
Education
- Bachelor's degree in Telecommunications Engineering, Electronics & Communications, Electrical Engineering, or related discipline.
- Advanced degree is an advantage but not required.
Experience
- 10-15 years of telecom engineering experience within EPC/EPCI projects.
- Strong background in telecom system design, vendor engineering, FAT/SAT and procurement quality.
- Experience working with multidiscipline interfaces and integration of telecom systems into complex industrial facilities.
Technical Skills
- In-depth knowledge of telecom systems such as PAGA, CCTV, ACS, radio systems (UHF/VHF), fiber optic communication networks, structured cabling, IP network fundamentals and cyber-security basics.
- Familiarity with international telecom standards (IEC, ITU, ISO, API, ANSI/ASME).
- Working knowledge of hazardous area compliance (ATEX/IECEx) and industrial communication interfaces.
Soft Skills
- Strong communication and coordination abilities.
- Good problem-solving skills and proactive approach.
- Comfortable managing multiple vendors and deliverables simultaneously.
- Ability to work under pressure and meet tight deadlines.
