We are seeking an experienced and strategic Programme Manager to lead the controlled implementation of multiple interconnected projects across Business & Functional Applications within the APAC region.
This role is responsible for delivering the bank's preferred technology solutions across multiple countries, ensuring alignment with business roadmaps and regional priorities. The successful candidate will provide leadership to cross-functional delivery teams, drive governance excellence, and ensure programme outcomes are achieved on time, within budget, and to defined quality standards.
The Programme Manager will champion industry best practices, structured delivery frameworks, and scalable target-state solutions across the region.
Develop and execute programme initiatives aligned with organisational strategy and regional priorities.
Define clear project purpose, objectives, and measurable success criteria.
Identify stakeholders and establish structured communication plans across the project lifecycle.
Lead cross-functional delivery teams (direct and matrix reporting structures).
Develop and manage comprehensive project schedules, identifying and optimising the critical path.
Establish and align programme budgets, ensuring full cost visibility and dependency management.
Create robust resource plans across internal and vendor teams.
Implement structured risk, issue, and escalation management frameworks.
Lead requirement gathering and business use case development in collaboration with business and technical analysts.
Develop and oversee comprehensive Work Breakdown Structures (WBS).
Support resolution of project constraints, dependencies, and blockers.
Oversee vendor performance, ensuring contractual compliance and adherence to client standards.
Track programme expenditure and provide accurate financial reporting.
Communicate status updates, risks, achievements, and challenges according to governance procedures.
Partner with senior management, regional functional leads, project sponsors, and country implementation teams.
Build strong executive-level relationships across APAC.
Drive consensus among stakeholders with competing priorities.
Ensure smooth cross-country implementation and alignment to regional objectives.
Establish programme performance monitoring frameworks (scope, schedule, cost, quality).
Define KPIs and track measurable outcomes.
Proactively identify risks and develop mitigation and contingency strategies.
Provide regular executive-level reporting and updates.
Champion adoption of industry-standard project management tools and methodologies.
Promote regional best practices and knowledge sharing.
Conduct lessons learned sessions and integrate improvements into future initiatives.
Stay current on industry trends and programme management best practices.
15+ years of progressive experience in programme/project management.
Proven leadership experience in large-scale programme delivery, ideally within financial services or banking.
Demonstrated success managing multi-country implementations across APAC.
Experience managing geographically distributed teams and complex vendor landscapes.
Strong financial and budget management experience.
Proven ability to balance competing priorities across scope, schedule, budget, and risk.
Advanced knowledge of project and programme management methodologies, tools, and techniques.
Strong analytical, planning, and problem-solving capabilities.
Excellent executive communication and stakeholder management skills.
Ability to influence and drive consensus at senior levels.

Strong leadership and team development capabilities.
Bachelor's degree in Business Administration, Project Management, or related discipline.
PMP, PgMP, or equivalent Project Management Institute certification (preferred or in progress).
