Job Description

Key Responsibilities

Application Portfolio & Financial Governance

  • Manage annual technology budgets across Build and Run portfolios.

  • Perform budgeting, forecasting, accruals, recharge validation, and financial reconciliation activities.

  • Support monthly journal entries (MJEs), reclassifications, and variance analysis.

  • Drive financial transparency and cost optimization initiatives.

  • Prepare executive dashboards and portfolio performance reports.

Application Lifecycle & Operational Oversight

  • Oversee end-to-end Application Lifecycle Management (ALM) for mission-critical banking applications.

  • Coordinate release governance, change approvals, and environment readiness.

  • Support incident and problem management governance in collaboration with Production Support and SRE teams.

  • Ensure SLA adherence and operational stability.

Cloud Cost Governance (FinOps)

  • Monitor cloud consumption trends and optimize infrastructure costs.

  • Support financial modelling for cloud-based platforms.

  • Implement governance controls for cost allocation and utilization tracking.

Vendor & Workforce Governance

  • Manage vendor contract lifecycle including SOW approvals, PO governance, invoice validation, and utilization tracking.

  • Coordinate workforce capacity planning and resource onboarding/offboarding.

  • Support managed services governance and performance tracking.

Risk, Audit & Compliance

  • Support internal and external audits for technology portfolios.

  • Maintain governance documentation and compliance artefacts.

  • Ensure adherence to regulatory and internal risk frameworks.

PMO & Reporting

  • Consolidate portfolio reporting including financial health, resource utilization, and RAG status.

  • Maintain governance repositories using SharePoint / Confluence.

  • Provide analytical insights to senior leadership for decision-making.

Job Requirements

  • Bachelor's Degree in Information Technology, Engineering, Finance, or related discipline.

  • Minimum 10 years of experience in enterprise technology environments.

  • At least 5 years of experience within Banking or Financial Services industry.

  • Strong hands-on experience in:

    • IT Financial Management (Budgeting, Forecasting, Accruals)

    • Portfolio Governance / PMO

    • Vendor & Managed Services Governance

    • Workforce Capacity Planning

    • Cloud Cost Governance

  • Strong analytical and financial modelling skills (Advanced MS Excel).

  • Experience using enterprise financial systems (e.g., Hyperion, PSGL or equivalent).

  • Working knowledge of Agile delivery and DevOps environments.

  • Strong stakeholder management and communication skills.

Preferred Skills

  • Exposure to Consumer Banking or Wealth Management Technology platforms.

  • Knowledge of IT Risk and regulatory compliance frameworks in Singapore.

  • Certifications in PMO / Agile / Cloud / SRE will be advantageous.
