Job Description

We are seeking a suitable candidate for the position of Technical Superintendent to support our Technical Department in handling flag administration, statutory compliance, PSC/FSI matters, RO coordination, and technical case management.

Preferred Qualification

The candidate should preferably hold a Master Mariner background, with Singapore COC or UK COC preferred, and should have command experience on board vessels.

Main Responsibilities

1. Review vessel compliance lists and follow up with the Compliance Team on statutory certificates, P&I cover, PSC/FSI matters, and outstanding deficiencies.

2. Coordinate with ROs and Class Societies on surveys, audits, statutory certificates, exemptions, deficiencies, and technical matters.

3. Prepare attestation letters, dispensations, exemptions, and technical authorization requests for review.

4. Monitor PSC detention cases, PSC/FSI deficiencies, casualty reports, technical non-compliance, and ensure all deficiencies are closed out within the required timeline.

5. Communicate with Owners, Managers, ROs, and other relevant parties regarding technical matters, Flag instructions, and required follow-up actions.

6. Maintain proper technical records and supporting evidence for each vessel case in the company system.

7. Handle and follow up on investigation cases, MLC complaints, accidents, incidents, and related updates in the company system.

8. Escalate high-risk cases to management for review and decision.

9. Track vessel trading patterns and identify high-risk calls, including:

  • Calls to high-risk PSC ports
  • Calls to Russia or other high-risk trading areas
  • Vessels operating without valid statutory certificates
  • Cases requiring FSI or Pre-PSC inspection arrangements.

10. Maintain proper records for IMSAS-related matters.

11. Maintain proper records and updates in IMO GISIS, where applicable.

Candidate Profile

The ideal candidate should have:

1. Strong shipboard and technical knowledge

2. Good understanding of statutory certificates, RO/Class procedures, and Flag State requirements

3. Experience dealing with PSC, deficiencies, audits, and vessel compliance matters

4. Ability to respond quickly, accurately, and professionally

5. Good written communication skills

6. Strong follow-up discipline and attention to detail

7. Ability to identify and escalate high-risk cases promptly.
