Background
You will be collaborating across the executive teams from GovTech and MINDEF (Digital and Corporate Transformation Division). We are seeking a highly skilled and systematic Technical Project Manager to lead and deliver large-scale digital transformation initiatives. The successful candidate will bring strong expertise in cloud computing (preferably AWS), software engineering, and enterprise-scale digital product delivery, with a proven track record in managing multiple stakeholders and achieving outcomes within scope, budget, and timeline.
Your work will have a large impact on all national servicemen and our military in terms of meeting their IT-supported service's needs.
Key Responsibilities
- Lead end-to-end delivery of enterprise digital solutions, ensuring alignment with business objectives, user needs, and regulatory requirements.
- Drive structured planning, execution, and reporting across project lifecycle stages-initiation, requirements, design, build, testing, deployment, and sustainment.
- Implement and oversee risk management frameworks and cybersecurity best practices throughout software development lifecycle and project delivery.
- Ensure projects adhere to budgetary controls, timeline commitments, and quality standards.
- Foster collaboration between internal teams, external vendors, and public sector stakeholders to achieve successful outcomes.
- Be able to independently create strategies to communicate, manage risks and dependencies to senior leadership.
Qualifications
- Bachelor's degree in Computer Science, Information Systems, Engineering, or related discipline.
- At least 8 years experience in the tech or related industry and 5 years in the project management field.
- Candidates with strong knowledge and hands-on experience in cloud computing (AWS) and modern software engineering practices, will be considered favourably.
- Proven track record of delivering large-scale enterprise digital solutions in complex environments.
- Strong experience managing transformation projects and coordinating multiple stakeholders across business and technical domains.
- Expertise in risk management frameworks, cybersecurity standards, and compliance requirements.
- Strong analytical, systematic, and organizational skills, with the ability to drive projects to successful completion.
- Certifications in one or more of the following areas will be preferred (not mandatory):
Software Engineering (e.g., SEI, IEEE, or equivalent)
Cybersecurity (e.g., CISSP, CISM, CISA)
Project Management (e.g., PMP, PRINCE2, Agile/Scrum) - Public service experience (government or regulated industries) is a significant advantage.
