Job Overview:
We are seeking an experienced Technical Lead to lead the design, development, and delivery of intelligent learning applications, including Learning Management Systems (LMS) and AI-enabled learning solutions.
The role will oversee technical architecture, AI integration, and system implementation to ensure scalable, secure, and high-performing digital learning platforms. The Technical Lead will work closely with project teams, engineers, instructional designers, and stakeholders to deliver innovative learning technologies that enhance learner engagement and operational efficiency.
Key Responsibilities:
Technical Leadership
. Lead the technical design, development, and implementation of learning applications such as LMS, learning experience platforms, and digital training systems.
. Define system architecture, development standards, and best practices for learning technologies and AI integration.
. Provide technical guidance and mentorship to engineers and development teams.
AI Strategy & Integration
. Identify opportunities to leverage AI technologies to enhance learning experiences, such as:
o Intelligent content recommendations
o AI-powered chatbots or virtual learning assistants
o Learning analytics and predictive insights
o Adaptive learning pathways
. Oversee the integration of AI tools, machine learning models, and data-driven capabilities into learning platforms.
System Architecture & Integration
. Design scalable and secure system architecture for LMS and related digital learning platforms.
. Oversee integration with enterprise systems such as HR systems, authentication systems, and analytics platforms.
. Ensure compliance with e-learning standards such as SCORM, xAPI, and LTI.
Project & Delivery Oversight
. Collaborate with project managers to ensure technical deliverables are aligned with project timelines and requirements.
. Review system designs, code quality, and deployment processes to ensure reliability and performance.
. Manage vendor solutions, external developers, or platform providers where applicable.
Stakeholder Engagement
. Work with internal stakeholders, including learning teams, product managers, and senior leadership, to translate business needs into technical solutions.
. Provide technical insights and recommendations during project planning, solution design, and implementation.
Governance & Quality Assurance
. Ensure compliance with security, data protection, and enterprise architecture standards.
. Oversee testing strategies, system performance monitoring, and continuous improvement initiatives.
Skills & Experience Required:
. Technical Expertise: Strong experience in software architecture and application development, proficiency in programming languages such as Python, JavaScript, or Java and experience working with web technologies, APIs, microservices, and cloud-based architectures.
. AI & Data Competencies: Understanding of AI/ML technologies and frameworks such as TensorFlow, PyTorch, or Scikit-learn, experience implementing AI-powered features such as recommendation systems, chatbots, or data-driven analytics and familiarity with generative AI, NLP, or intelligent automation is an advantage.
. Experience in Digital Learning Solutions: Proven track record in leading digitalization and e-learning projects, with a deep understanding of instructional design, content management, and digital learning trends.
. Software Development Knowledge: Familiarity with software development languages (e.g., JavaScript, Python, HTML5, CSS) and integration techniques (APIs, cloud-based solutions) to manage and deploy technical solutions.
. Leadership & Mentoring: Strong leadership and team management skills, with experience mentoring junior team members and working cross-functionally with IT, business, and learning teams.
. Analytical & Problem-Solving Skills: Excellent ability to analyze data and metrics to assess the effectiveness of learning solutions and make data-driven recommendations for improvement. Ability to analyze complex system issues across multiple layers (frontend, backend, infrastructure and database) and implement effective solutions with minimal service disruption.
. Communication Skills: Strong verbal and written communication skills, with the ability to present technical solutions in a clear and accessible way to non-technical stakeholders.
. Contextual Knowledge: Prior experience with government agencies is preferred
Preferred Qualifications:
. Education: Bachelor's or Master's degree in Computer Science, IT, Education Technology, Digital Learning, or a related field.
. Certifications: PMP, ITIL, or certifications related to learning management or digital transformation are a plus.
. Experience: 5-8 years of experience in software engineering, system architecture, technology project delivery and cloud platforms such as AWS, Azure, or Google Cloud. Experience supporting government digitalisation projects is a plus.
. Industry Knowledge: Knowledge of EdTech, LMS implementation, or learning platform development.
