About the Role
We are looking for a Technical Architect to lead the setup and scaling of a DevSecOps & Cloud Center of Excellence (CoE) for a large-scale public-sector environment. This role combines technical depth with strategic advisory, bringing consistency, governance, and operational efficiency across multiple engineering teams.
You will shape cloud and DevSecOps standards, design modernization roadmaps, and mentor delivery teamsdriving secure, cost-efficient, and compliant engineering practices across the organisation.
What You'll Be Doing
Strategic Advisory
- Define organisation-wide standards for CI/CD, infrastructure-as-code, observability, cloud security, and operations.
- Advise senior stakeholders on modernization options, trade-offs, and long-term operating models.
Discovery & Planning
- Assess existing application and platform setups across teams.
- Develop modernization roadmaps covering tooling, pipelines, environments, SRE practices, and operational workflows.
Stakeholder Management
- Communicate complex technical recommendations in a clear, outcome-focused manner.
- Engage executives, architects, and delivery teams to align on priorities, guardrails, and shared assets.
Team Leadership
- Build and coach a new CoE function; uplift engineering maturity across departments.
- Drive the adoption of standardised toolchains, templates, and delivery practices.
Hands-on Enablement
- Facilitate workshops, pairing sessions, and technical deep dives.
- Implement CI/CD, Terraform/IaC, Kubernetes, observability tooling, and security checks alongside delivery teams.
Key Initiatives (First 69 Months)
CI/CD Modernisation
- Migrate pipelines (e.g., Jenkins) to Azure DevOps with reusable templates, gated approvals, and integrated security scans.
Operational Independence
- Define self-service operating models enabling teams to build, release, and run their services with clear guardrails and SLAs.
Infrastructure & Cloud Assessment
- Review landing zones and workloads for security, compliance, reliability, and cost efficiency.
- Recommend remediation and opportunities for automation.
Shared Engineering Assets
- Build reusable IaC modules, CI/CD templates, security policies, and platform tooling for organisation-wide adoption.
What You'll Bring
Technical Expertise
- Strong proficiency with Azure DevOps, Terraform, Kubernetes (AKS/EKS), containerisation, and cloud networking.
- Experience establishing secure, compliant cloud architectures (Azure/AWS).
Operations & Security
- Hands-on exposure to Day-2 operations, monitoring/observability (logs, metrics, traces), vulnerability management, and shift-left workflows.
Stakeholder Influence
- Ability to communicate complex engineering concepts to both technical and non-technical stakeholders.
- Proven experience influencing architecture decisions at program or enterprise level.
Strategic Thinking
- Demonstrated ability to translate technical decisions into business value and operational improvements.
Experience Requirements
- Minimum 7 years in IT delivery with at least 3 years in team leadership roles.
GCC / WOG Experience (Highly Preferred)
- Experience in Singapore Government Commercial Cloud (AWS / Azure tenants), guardrails, and managed security tooling.
- Familiarity with government DevSecOps platforms (e.g., SHIP-HATS 2.0), SGTS environments, and agency onboarding workflows.
- Practical exposure to public-sector delivery environments with structured governance, release processes, and compliance requirements.
Bonus Points
- Designing standardised CI/CD templates for microservices, APIs, and multi-environment deployments.
- Establishing Cloud or DevSecOps CoEs (service catalog, R&R, onboarding workflows, playbooks).
- Implementing FinOps practices, environment rationalisation, and SRE/operational excellence frameworks.
- Understanding of public-sector security, auditability, and change-control requirements.
