Job Description

As Team Lead (Skills) in the Workforce Development Division (WDD), you will lead the strategic and operational delivery of workforce capability development, training curation, and Skills ecosystem stakeholder engagement under SBF's Jobs Skills Integrator for Wholesale Trade (JSIT-WST) programme, including supporting the transition towards the next phase of JSIT to enable more scalable, structured and digitally-enabled workforce transformation outcomes.

You will translate workforce diagnostics, jobs-skills insights and employer needs into structured, role-specific capability development pathways that align with business needs, anchored on refreshed Jobs Transformation Map (JTM) priorities and Workforce Transformation Guides (WTGs) to drive consistent, employer-ready implementation. You will work closely with internal teams and ecosystem partners to ensure capability development initiatives are effectively implemented and translated into training adoption, job redesign and workforce transformation outcomes.

You will drive the implementation of the JSIT-WST Skills workstream, including employer engagement, partner management, programme delivery, dashboard reporting and KPI tracking. This includes promoting the adoption of WTGs, supporting training landscape reviews, activating capability-building programmes and contributing to integrated workforce solutions in areas such as AI, Trade, Investment and Internationalisation.

This role is ideal for a resourceful and enterprising individual who enjoys pioneering initiatives, driving business impact outcomes, and unlocking new opportunities through strategic partnerships and data-informed insights. You will be accountable for delivering JSIT-WST KPIs, including participation and implementation outcomes and supporting funding reconciliation through audit-ready dashboards and reporting, including tracking end-to-end conversion from employer engagement to training, capability development and workforce transformation outcomes at scale, while contributing to the scaling of capability development interventions across the WST sector.

Job Responsibilities:

Programme Co-Development

  • Work with internal stakeholders to design and deliver SME capability development clinics aligned to WST ITM / JTM/ IDP and in-demand skills areas, including refreshed JTM priorities and WTG-driven employer journeys.
  • Co-develop quick-win pilots and flagship programmes with JSIT-WST Jobs/ Marketing Teams, SBI and ecosystem partners.
  • Bundle JSIT-WST with WDD offerings to deliver holistic business solutions, including integration with SBI programmes, EWTP-supported solutions and AI-related interventions.
  • Support integrated programme design through insights from employer engagements, partner inputs and dashboards.

Skills Ecosystem Development & Partnership Management

  • Identify, engage and manage Skills ecosystem partners, including training providers, Institutes of Higher Learning, SSG Queen Bees, HR technology and capability (e.g. AI) solution providers.
  • Develop and maintain a pipeline of Skills partners to support programme delivery, including the activation and orchestration of SBF's MOU partners to scale training and capability delivery.
  • Work with partners to contextualise or co-develop WST-relevant training solutions, aligned to JTM refresh priorities, WTG pathways and emerging areas such as AI adoption and Trade, Investment and Internationalisation.
  • Coordinate delivery arrangements and ensure alignment with programme objectives.

Training Landscape Review, Course Curation & Capability Development

  • Conduct training landscape review to identify gaps and opportunities in WST capability development, with prioritisation based on refreshed JTM and WTG insights.
  • Curate relevant training solutions aligned to emerging and in-demand skills areas, for deployment through SBI and partner ecosystem.
  • Work with partners to enhance existing programmes or develop new courses where required, including modular and stackable SBI offerings linked to workforce transformation outcomes.
  • Translate sector trends and jobs-skills insights into structured capability development initiatives, with clear pathways into training, JRR and EWTP-supported interventions.

Employer Engagement & Skills Adoption

  • Engage WST companies to understand workforce capability gaps and business needs.
  • Promote relevant training and capability development solutions under JSIT-WST, including SBI programmes, WTG pathways and partner-delivered solutions.
  • Support employers in identifying suitable up-skilling and re-skilling pathways, with a focus on adoption and implementation and not just recommendations.
  • Maintain employer relationships to drive participation in capability development initiatives, including conversion into training, job redesign and workforce transformation outcomes.

Skills Advisory & Capability Pathway Development

  • Translate workforce diagnostics, jobs-skills insights and employer needs into structured capability development pathways aligned to WTGs and JTM priorities.
  • Develop training recommendations and progression pathways to address identified workforce capability gaps.
  • Ensure capability development solutions are aligned with broader workforce transformation initiatives such as job redesign, Career Conversion Programmes (CCPs) and EWTP-supported interventions.
  • Work with internal teams, partners and employers to support implementation and track adoption, outcomes and continuous improvement of capability pathways aligned to business needs.

Dashboards, Reporting & KPI Delivery

  • Develop and manage dashboards to track training participation, company engagement, partner contributions and progress of capability development initiatives
  • Monitor programme performance against JSIT-WST Skills KPIs
  • Contribute to shared dashboards with the JSIT-WST Jobs/ Marketing Teams for integrated reporting.
  • Ensure accuracy, completeness and audit-readiness of reporting and documentation.

Outreach, Events & Programme Activation

  • Support the planning and delivery of Skills-related outreach events, workshops and clinics.
  • Work with WDD teams and partners to drive participation in capability development programmes, including targeted activation of JTM toolkits and WTG adoption.
  • Support co-branded outreach and activation campaigns.
  • Contribute to the conversion of outreach leads into programme participation.

Cross-Functional Integration

  • Coordinate cross-functional activities with internal stakeholders to supported integrated programme delivery and to ensure alignment across Skills, Jobs and outreach initiatives.
  • Support employer onboarding and follow-up across different workstreams.
  • Contribute to One WDD integrated delivery model.

Programme Improvement & Innovation

  • Identify opportunities to improve Skills-related processes, partner models and delivery approaches.
  • Support the implementation of enhancements to improve programme effectiveness and scalability, including progression towards future-ready JSIT delivery model.
  • Pilot new capability development initiatives as required, including AI-enabled and digital-first approaches.
  • Recommend improvements to workflows, templates and operating models.

Team Leadership & Operational Support

  • Support the Head, JSITPO in ensuring effective delivery of Skills workstream outcomes and end-to-end capability development initiatives.
  • Guide and supervise team members on execution, reporting and partner coordination.
  • Maintain proper documentation, records and supporting materials for KPI tracking and audit purposes.
  • Support team capability development and knowledge sharing.

Job Requirements:

  • Minimum 6 years of relevant experience in workforce capability development, training ecosystem engagement and/or programme management, including managing complex multi-stakeholder initiatives and driving sector-level adoption of programmes.
  • Experience in stakeholder engagement, partnership development and programme delivery.
  • Familiarity with training landscape review, course curation and capability development approaches, with the ability to translate business and workforce needs into practical training and capability solutions.
  • Experience in dashboard development, reporting and KPI tracking to support programme performance management and decision-making.
  • Strong project management, coordination and operational execution skills, with demonstrated attention to governance, audit readiness and grant management requirements.
  • Strong communication and stakeholder management skills, with the ability to work across multiple teams and manage competing priorities effectively.
  • Resourceful, self-driven and detail-oriented, with strong documentation discipline and the ability to thrive in a dynamic environment.
  • Knowledge of Singapore's workforce development ecosystem (e.g. WSG, SSG, EnterpriseSG and Institutes of Higher Learning) will be an advantage.
  • ACTA, DACE or equivalent certifications will be an advantage.
  • Experience in translating sectoral initiatives (e.g. JTM, WTG) into scalable training programmes and driving adoption through partners, SBI or equivalent platforms will be an advantage.
