As the Team Lead (Marketing), you will spearhead both strategic and operational efforts to enhance the awareness and adoption of Singapore Business Federation (SBF) Workforce Development programmes, with a focus on the Jobs-Skills Integrator for Wholesale Trade sector (JSIT-WST) programme and the co-development, roll-out, and adoption of the Workforce Transformation Guide (WTG) for the Wholesale Trade sector.
This role requires strong business development instincts, account management capabilities, excellent event management skills, and a consultative approach to engage firms, perform business solutioning, and drive and scale adoption of relevant SBF programmes while adopting the One WDD approach to deliver holistic business solutioning and cross-promotion of Workforce Development Division (WDD) programmes. You will manage and organise outreach events in collaboration with stakeholders and ecosystem partners, with the primary goal of generating and converting leads for Workforce Transformation and Development opportunities, thereby onboarding Wholesale Trade (WST) sector companies for SBF initiatives. You will also be accountable for delivering JSIT-WST key performance indicators (KPIs) and supporting funding reconciliation through audit-ready dashboards and reporting, while leading programme reviews, driving data collection and analytics, maintaining dashboards for evaluation of business and workforce transformation impact, and curating a repository of success stories to showcase programme outcomes and inspire adoption.
Responsibilities:
1. Programme Co-Development & WTG Ownership
- Co-develop programmes with JSIT-WST Jobs/Skills Teams, SBF Business Institute (SBI) and SBF colleagues to design and deliver small and medium enterprise (SME) capability development clinics aligned to WST Industry Transformation Maps (ITMs)/Jobs Transformation Maps (JTMs) and in-demand skills areas.
- Collaborate with SBI to co-organise conferences, workshops/training for in-demand jobs and skills needs, SME Clinics, flagship executive development programmes, and quick-win pilots.
- Bundle JSIT-WST with Progressive Wage Model (PWM), Future Ready Business Index (FRBI), Graduate Industry Traineeships (GRIT), Career Conversion Programmes (CCPs), Mid-Career Pathways Programme (MCPP), Enterprise Workforce Transformation Programme (EWTP) and SBI offerings to deliver holistic business solutions.
- Lead the co-development of the WTG for the Wholesale Trade sector, including content design, validation through focus group discussions (FGDs), and integration of job redesign blueprints, skills pathways, and funding navigation tools.
- Plan and execute the roll-out of the WTG, including launch events, workshops, and clinics, and drive adoption among WST firms through targeted engagement strategies.
2. Outreach Campaigns, Event Management & BD Drive
- Develop and execute sector-wide outreach and marketing campaigns to achieve strategic business development objectives and programme outcomes, utilising both physical and online channels aligned with SBF and the One WDD approach.
- Demonstrate strong event management capabilities by organising and executing major sector-level signature events, WTG activation sessions, and conceptualising and driving the Workforce Transformation Awards event in partnership with Workforce Singapore (WSG).
- Maintain event statistics, analyse data, prepare comprehensive reports, and ensure compliance with procurement policies while delivering against KPIs such as outreach events, employer engagement, job aggregation and placement outcomes.
- Drive business development and account management efforts to build long-term relationships with WST firms, convert leads into programme adoption, and scale participation across multiple SBF offerings.
3. Employer Engagement & Account Management
- Promote JSIT-WST services and WTG adoption to simplify workforce transformation journeys for employers.
- Represent JSIT-WST at industry events, coordinate co-branded campaigns with ecosystem partners, and enable repeat engagement through customer relationship management (CRM) tagging, feedback loops and post-outreach follow-ups.
- Manage key employer accounts to ensure sustained engagement, cross-sell relevant programmes, and nurture champions for Workforce Transformation.
- Demonstrate strong business development instincts to identify emerging job and skills demand segments, initiate partnerships, and scale outreach impact.
4. Data Collection, Analytics, Dashboards & Success Stories
- Collect and analyse programme data to evaluate effectiveness and impact on business outcomes and workforce transformation.
- Maintain dashboards to track jobs and skills aggregation, placement and training outcomes, employer engagement and WTG adoption metrics.
- Use management dashboards to monitor partner-level performance, generate insights from CRM and job matching portals, and contribute to shared dashboards for integrated reporting and objectives and key results (OKR) alignment.
- Ensure audit-readiness and compliance for Letter of Award (LOA)-linked deliverables and funding reconciliation.
- Conduct programme reviews using data-driven insights to inform continuous improvement and strategic decisions.
- Curate and maintain a repository of success stories to demonstrate tangible impact and drive advocacy.
- Ensure all call reports from team members are duly filed, consolidated, and tracked to maintain accurate engagement records and support programme evaluation.
5. Programme Integration & Collaboration
- Work closely with Team Lead (Jobs) and Team Lead (Skills) to ensure seamless integration of outreach, job and skills initiatives.
- Enable cross-referrals between workstreams to support bundled solutioning and integrated client journeys.
6. Ecosystem Partnerships & Grant Coordination
- Engage ecosystem partners such as government agencies, human resources (HR) firms and industry bodies to align WST sector placement and training efforts with national workforce strategies.
- Ensure compliance and contribute to programme extension and renewal preparation through milestone tracking and outcome reporting
Requirements:
- 3 to 6 years of relevant experience managing complex, multi-stakeholder programmes, including programme co-development, outreach, marketing and driving sector-level adoption of initiatives.
- Strong business development and account management skills to engage firms, perform business solutioning, and drive and scale adoption of WTGs and relevant SBF programmes under the One WDD approach.
- Proven event management capabilities, including planning, execution, and evaluation of large-scale sector events and workshops.
- Proficiency in CRM and dashboard tools for data analysis and reporting.
- Proven operational excellence, ensuring demonstrated audit-readiness and grant management.
