Job Purpose
The Talent Acquisition Specialist is responsible for managing the end-to-end recruitment process from candidate sourcing through successful onboarding.
Working closely with HR Business Partners and Hiring Managers, this role focuses on attracting quality talent, delivering an excellent candidate experience, coordinating work pass applications, and ensuring a smooth transition into employment.
Key Responsibilities
1. Talent Sourcing & Recruitment (40%)
- Source candidates through MyCareersFuture, LinkedIn, JobStreet, referrals and other recruitment channels.
- Build and maintain talent pipelines for key business functions.
- Conduct resume screening and initial phone interviews.
- Coordinate interviews and maintain timely communication with candidates.
- Support recruitment campaigns and employer branding initiatives.
- Maintain recruitment records and ensure accurate recruitment reporting.
2. Candidate Management (20%)
- Manage the candidate journey from application through offer acceptance.
- Conduct salary expectation discussions within the approved salary range.
- Prepare offer documentation and coordinate offer acceptance.
- Maintain a positive candidate experience throughout the hiring process.
Note: Final salary approval remains with the HR Business Partner and Hiring Manager.
3. Work Pass Administration (20%)
- Prepare and submit Employment Pass (EP), S Pass and Work Permit applications.
- Liaise with MOM, candidates and relevant internal stakeholders regarding work pass requirements.
- Monitor application progress and follow up on outstanding documents.
- Coordinate medical examinations, security bonds and other pre-employment requirements.
- Ensure compliance with MOM regulations throughout the hiring process.
4. Pre-Onboarding Coordination (10%)
- Coordinate onboarding activities before the employee's first day.
- Work closely with HR Operations to ensure smooth handover.
- Prepare onboarding documentation.
- Coordinate with IT and relevant departments where required.
5. Recruitment Analytics & Continuous Improvement (10%)
- Maintain recruitment dashboards and hiring reports.
- Track recruitment KPIs including Time-to-Fill and Source Effectiveness.
- Recommend improvements to recruitment processes.
- Leverage AI tools and technology to improve sourcing efficiency.
Requirements
Education
- Diploma or Bachelor's Degree in Human Resources, Business or related discipline.
Experience
- 2-3 years of Talent Acquisition or Recruitment experience.
- Experience handling end-to-end recruitment.
- Experience applying Employment Pass, S Pass or Work Permit is preferred.
- Familiarity with MOM regulations.
- Experience using LinkedIn, MyCareersFuture and JobStreet.
- Experience using HR systems or Applicant Tracking Systems is an advantage.
Conversational Mandarin is preferred, as the role involves communicating with Mandarin-speaking candidates during the recruitment process.
