Job Description

Role Summary

We are seeking an experienced Recruitment Manager to lead end-to-end talent acquisition delivery for APAC regional hiring needs. This role partners closely with business leaders and HR stakeholders, operating in a bilingual (English and Chinese) environment to deliver high-quality hiring outcomes, strengthen employer branding, and continuously improve recruitment processes and candidate experience.

Key Responsibilities

  1. Own full-cycle recruitment from intake and sourcing to interview coordination, assessment, offer negotiation, and onboarding handover.
  2. Partner with hiring managers and HR stakeholders to clarify hiring plans, define role requirements, and build recruiting strategies and timelines.
  3. Develop and maintain pipelines for critical roles; proactively source and engage talent through direct search and talent communities.
  4. Drive continuous improvement of recruiting operations (JD standards, interview scorecards, interviewer capability building, candidate experience SOPs).
  5. Manage and optimize recruiting channels and vendors (job boards, agencies, universities/communities), ensuring cost-effectiveness and strong conversion.
  6. Support employer branding initiatives (content, events, partnerships) to enhance talent market visibility and attraction.
  7. Track and report recruiting metrics (e.g., time-to-fill, funnel conversion, offer acceptance), providing insights and recommendations.
  8. Ensure recruiting practices comply with applicable local requirements, including privacy and candidate data handling standards.

Qualifications

  • Bachelor's degree or above in Engineering or a related STEM discipline, or equivalent experience.
  • 5–10 years of experience in talent acquisition / recruitment, with strong in-house delivery capability; regional or cross-border hiring experience is a plus.
  • Solid understanding of the APAC talent market, sourcing channels, and compensation trends; proven capability to hire mid-to-senior level roles.
  • Strong stakeholder management, communication, and influencing skills in a fast-paced environment.
  • Data-driven mindset with demonstrated experience improving recruiting efficiency and quality.
  • Professional proficiency in both English and Chinese (spoken and written).
  • Must have valid work authorization in Singapore.

Preferred Qualifications

  • Experience leading or mentoring recruiters and setting delivery standards.
  • Familiarity with ATS/recruiting systems and dashboard reporting.
  • Exposure to employer branding or talent community operations.
