Job Description

Position Summary

The Senior Vice President, Technology Risk Governance is a senior leadership role within the Group Technology Risk (RMG-TR) function, reporting to the Head of Frameworks, Governance & Reporting. The role carries accountability for the end-to-end governance and secretariat function across DBS Group's most senior technology risk forums, complemented by ownership of the operational and business management infrastructure of the RMG-TR function.

The role operates with a high degree of autonomy and is expected to exercise senior judgement across governance, stakeholder management, and operational matters. The incumbent will have direct and sustained exposure to Board, CRO, and CIO-level stakeholders and is expected to perform at that level without close oversight.

Key Responsibilities

  • Board & Executive Committee Governance
  • Hold end-to-end accountability for the secretariat function of the Group Technology Risk Committee (GTRC) and Board Technology Committee (BTC), ensuring both forums operate with the rigour and discipline befitting Board and senior executive governance
  • Manage the full committee lifecycle across both forums: strategic agenda design, coordination of materials across multiple senior agenda owners, pack quality assurance, minute-taking, action tracking, and post-meeting governance
  • Maintain and evolve the rolling governance calendar, ensuring forward planning accounts for regulatory, strategic, and thematic cycles
  • Serve as the primary governance interface between the Head of RMG-TR and Board, CRO, and CIO offices on committee-related matters
  • Uphold and continuously raise the quality standard for all materials submitted to GTRC and BTC, acting as the final quality gate prior to Board-level distribution
  • Governance Frameworks & Ad Hoc Support
  • Provide senior governance support across the RMG-TR function, responding to escalated or time-sensitive requests from the Head of RMG-TR, CRO office, and CIO office
  • Contribute to the design, review, and continuous improvement of governance frameworks, committee terms of reference, and escalation and routing protocols
  • Coordinate across workstream leads and agenda owners to ensure governance readiness ahead of key milestones and regulatory events
  • Represent the governance function credibly in senior stakeholder interactions, including with internal audit, compliance, and regulatory bodies where required
  • Business Management & Function Operations
  • Lead all business management responsibilities for the RMG-TR function, including budget oversight, financial forecasting, and variance reporting
  • Maintain accurate and current headcount records, organisational reporting, and resource planning inputs for submission to RMG Group leadership
  • Own function-wide planning and reporting cycles, including annual goal-setting, performance reporting, and Group scorecard submissions
  • Ensure the operational infrastructure of the function is robust, efficient, and fit for purpose — enabling the Head and broader team to focus on strategic and regulatory delivery
  • Manage ad hoc business management requirements arising from RMG Group leadership

Experience & Qualifications

  • Relevant experience in governance, secretariat, business management, or COO-type functions within financial services or a comparably regulated industry
  • Demonstrable experience operating at Board or senior executive level, including production of Board-quality materials and direct engagement with C-suite stakeholders
  • Strong understanding of financial services governance frameworks, committee structures, and regulatory environments; prior experience in technology risk or IT governance is advantageous
  • Exceptional written communication skills with a track record of producing high-quality outputs under time pressure
  • Degree-educated; postgraduate qualification or relevant professional certification is an advantage
