Job Summary
Assist Project Manager/Director in executing Water, Wastewater Treatment, and Power projects by managing procurement, vendor relations, project scheduling, risk mitigation, and coordination across disciplines to ensure timely, budget-compliant delivery and quality outcomes.
Responsibilities
- Assist Project Manager/Director in executing Water and Wastewater Treatment and Power projects to meet schedule and quality standards
- Review customer specifications, commercial and technical documents, and product requirements to ensure project alignment
- Prepare drawing packages, equipment submittals, testing specifications, and engineering documents from suppliers and project personnel
- Plan and develop project and operational procurement management to support project goals
- Identify project risks and liabilities, develop mitigation strategies to avoid liquidated damages
- Collaborate with design engineers to determine equipment needs during project planning, execution, and completion
- Evaluate vendor proposals against project specifications to select suitable suppliers
- Monitor and expedite vendor progress to align with project schedules
- Track and monitor project progress against schedule and budget, providing regular updates
- Engage project teams daily to discuss progress and provide guidance for issue resolution
- Facilitate coordination among disciplines, procurement, and construction groups to ensure seamless job interfacing
- Conduct contract reviews, perform risk analysis, and develop contingency plans to safeguard project delivery
- Prepare project policies focused on quality and safety compliance
- Initiate and lead project kick-off meetings with clients and internal teams to align expectations
- Prepare overall budget cost plans and conduct cost analyses for project financial control
- Monitor and analyze project operations and schedules to ensure timely completion
- Coordinate EPC cost estimation activities to support project budgeting
- Represent the company professionally to clients during project execution
- Control project documents and manage design changes to maintain project integrity
- Prepare project specifications and systems/processes to guide project execution
- Assist in site installation, testing, and commissioning activities to ensure operational readiness
- Oversee procurement of technical equipment based on engineering drawings, specifications, and schedules
- Negotiate pricing, terms, and conditions with suppliers to optimize procurement outcomes
- Coordinate and plan vendor deliveries from multiple locations, consolidating shipments to meet customer deadlines in Hong Kong and AI
- Manage the end-to-end process from purchase order issuance to delivery to overseas customers
- Prepare and deliver daily, weekly, and monthly reports on purchase orders and job progress to management and customers
- Research and analyze supplier performance on quality, cost, delivery, and service to inform procurement decisions
- Participate in preparing safe work, environmental control, and emergency procedures to ensure compliance
- Manage procurement processes including issuing Notice to Produce, coordinating Inspection and Test Plans (ITP), Factory Acceptance Tests (FAT), and delivery to customer sites
- Visit vendor factories/plants to conduct joint inspections, familiarize with key personnel, and assess facilities and capabilities
- Plan delivery schedules to ensure services and equipment reach customer-designated destinations on time
- Book containers and coordinate with logistics suppliers to control project budgets and achieve cost savings on a weekly and monthly basis
- Visit sites locally and overseas to ensure smooth transitions from delivery and warehousing to installation of equipment and services
- Plan and manage installation schedules of equipment at client locations both locally and overseas
- Monitor and control project costs against budgets to maintain financial discipline
- Provide cost estimates for new projects including equipment and manpower requirements
- Apply knowledge of Incoterms to manage international procurement and logistics effectively
Required competencies and certifications
- Bachelor's Degree in Mechanical Engineering or Environmental Engineering
- Minimum 3 years of experience as Purchasing/Supply Chain Officer in Water, Wastewater Treatment Plant, or EPC (MEP) projects
- Proficiency in MS Office, MS Project, and AutoCAD
- Strong teamwork, organizational, coordination, planning, and interfacing skills
- Ability to adapt to tight deadlines and frequent priority changes
