The Port Limit Steersman is responsible for manoeuvring and handling the boat/craft operating within the Port Limit of Singapore Territorial Waters of Gross Tonnage as specified in Maritime and Port Authority of Singapore (MPA) Harbour Craft Regulation. He/She ensures the safety of the boat, passengers, crew and other users and moors the boat for the embarkation and disembarkation of passengers. He/She plays an important role in supporting maritime activities in the port of Singapore, which includes ferrying of ship agents and seafarers between vessel and shore, ferrying harbour pilots to board commercial ships, and the transporting and supplying of ship stores and provisions to ships at anchorages. The Port Limit Steersman should be familiar with Singapore's territorial waters and outside port limits and verifies the accuracy of courses using navigational aids. He/She should be able to use the craft's navigational, fire-fighting and safety equipment able to appreciate weather conditions and tides and tidal currents. He/She should understand the relevant Maritime and Port Authority of Singapore (MPA) regulations/procedures, Port Marine Circulars and Port Marine Notices. He/She monitors and anticipates potential problems that may arise during daily operations and alerts the relevant authorities to them. The Port Limit Steersman should understand the International Regulations for Preventing Collisions at Sea relating to Sailing and Steering Rules, Lights & Shapes carried by various crafts and ships and the sound signals and be able to perform basic chartwork. He/She monitors and anticipates potential problems that may arise during daily operations and alerts the relevant authorities to them. The Port Limit Steersman has the ability to think ahead, and follow through on instructions, and possesses the ability to communicate professionally and effectively through various channels, including, email, radio and phone.
