Job Description
Position: Shift Supervisor / Steam Boiler Engineer (Grade 2)
Project: RExus Waste-to-Energy (WWtE) Plant, Singapore
Reporting To: Operations Manager (SEPL)
1. Role Overview
The Shift Supervisor / Steam Boiler Engineer (Grade 2) is responsible for the safe, reliable and efficient operation of the RExus WWtE Plant on a rotating shift basis.
This role serves as the shift-in-charge, overseeing boiler, turbine and auxiliary systems during operations, and ensuring full compliance with statutory and internal operating standards.
The position is critical in maintaining plant availability and operational continuity under a shift system.
2. Key Responsibilities
2.1 Shift Operations & Plant Control
- Lead and supervise the shift team (Technicians and Boiler Attendants) to ensure safe and stable plant operation
- Operate and monitor: Moving floor biomass boiler system, Steam turbine generator (STG), Air-cooled condenser (ACC), Auxiliary systems (compressed air, demin plant, etc.
- Perform control room (DCS/SCADA) operations and field coordination
- Ensure proper plant start-up, shutdown and load adjustments
2.2 Safety & Regulatory Compliance
- Ensure compliance with: MOM boiler regulations Internal SOPs and safety protocols Enforce permit-to-work (PTW), lockout-tagout (LOTO), and safe isolation procedures
- Respond to emergencies and abnormal plant conditions as shift incident commander
2.3 Plant Performance & Reliability
- Maintain stable combustion and optimise boiler performance
- Monitor key parameters (steam pressure, temperature, emissions, etc.)
- Identify and escalate abnormalities affecting: plant efficiency equipment integrity emissions compliance
- Support availability targets through disciplined operational control
2.4 Coordination & Interface Management
- Coordinate with: SEPL day maintenance team RBPL operations interface (as required) Feedstock handling team (for combustion stability feedback)
- Provide operational feedback on: biomass quality (moisture, LHV deviations) system constraints affecting plant performance
2.5 Maintenance Support
- Support routine and corrective maintenance activities during shift
- Ensure proper equipment isolation and reinstatement
- Participate in minor troubleshooting and first-level fault rectification
2.6 Documentation & Reporting
- Maintain accurate shift logs and operational records
- Report incidents, trips and deviations promptly
- Support handover between shifts with clear communication
2.7 Team Leadership
- Supervise and guide technicians and boiler attendants
- Ensure discipline, competency and adherence to SOPs
- Support training and development of junior operators
3. Qualifications & Experience
- Steam Boiler Engineer Grade 2 certification (Singapore Polytechnic or other recognised/accredited equivalent)
- Minimum 3 years of experience in boiler or power plant operations
- Experience in: biomass, waste-to-energy, utility boilers or similar thermal plants preferred
- Familiarity with DCS/SCADA systems
4. Competencies
- Strong understanding of boiler combustion and steam systems
- Ability to operate under shift-based and high-responsibility environments
- Sound decision-making in real-time operational scenarios
- Good communication and coordination skills
- Safety-conscious with strong procedural discipline
5. Working Conditions
- 12-hour rotating shift (3-team system)
- Required to work on weekends and public holidays as per shift roster
- Exposure to industrial plant environment (heat, noise, mechanical systems)
