The Company
Our client is seeking a seasoned Health, Safety & Environment (HSE) Manager to lead their local HSE team and drive excellence in safety, compliance, and operational integrity.

The Role

This role reports directly to the Global HSE Manager and General Manager, and plays a critical part in ensuring our terminal operations meet the highest standards of safety and security.

Your responsibilities include:

. Develop and maintain the HSE Management System and manuals in line with ISO 9001, ISO 14001, ISO 45001, SS651, and HTL corporate requirements

. Lead the implementation of HSE processes and procedures to ensure system effectiveness

. Conduct periodic management reviews and audits to assess system adequacy and functionality

. Monitor and ensure timely implementation of actions arising from audits and reviews

. Manage incident and non-conformance investigations track corrective and preventive actions to closure

. Develop safety cases and maintain Major Hazard Installation (MHI) certification

. Interpret and implement Group, national, and international HSE standards

. Identify workplace hazards through risk assessments, inspections, and sampling implement risk reduction measures

. Organise HSE training and promotional programs to build awareness and competency

. Procure and maintain safety equipment and Personal Protective Equipment (PPE)

. Lead HSE committee meetings and activities

. Liaise with authorities including SCDF, MOM, NEA, MPA, and others on HSE and security matters

. Develop and test emergency response and crisis management plans

. Maintain fire protection, emergency, and rescue equipment

. Enhance emergency response systems and train Emergency Response Teams (ERT)

. Respond to emergencies as required

. Develop and test Terminal Security Procedures and Port Facility Security Plan

. Manage security contracts and monitor system operations

. Investigate security breaches and track corrective actions

. Conduct periodic security reviews and audits

Your Profile

As the successful candidate, you will possess a Degree in Mechanical, Marine, or Chemical Engineering with the following relevant experience:

. Minimum 15 years of relevant HSE experience within the Oil/Chemical industry, with at least 10 years in a managerial role

. Strong knowledge of HSE systems, statutory requirements, and codes of practice

. Familiarity with emergency response and fire protection systems, including testing and inspection

. Experience with ISO 9001, ISO 14001, OSHAS 18001, and SS651 is an advantage

. Certified WSHO (Workplace Safety & Health Officer - MOM Approved)

. Certified FSM (Fire Safety Manager - SCDF Approved)

. Certified Port Facility Security Officer

. Excellent interpersonal and communication skills with a professional disposition
