The Singapore Police Force (SPF) keeps Singapore safe and secure by preventing, deterring and detecting crime.

Operationalised on 1 February 2024, the Online Criminal Harms Act (OCHA) 2023 enables the OCHA Office to work with government agencies and industry partners to counter online criminal activity. This includes issuing directions to restrict Singapore users access to specified criminal content and requiring designated online services to implement upstream measures against scams and cyber-enabled crimes.

As Staff Officer (Outreach & Engagement) in the OCHA Office, you will engage online platforms to understand their systems, policies and safeguards, and work with them to disrupt online criminal activity affecting Singapore users. You should have a strong grasp of OCHA 2023, its Code of Practice and related Government Directions, platform operating models, and policy considerations shaping SPF's engagement strategies. Through strategic partnerships, risk-based engagement and evidence-based guidance, you will help develop practical upstream measures to reduce online harms, including scams, radicalisation and emerging threats.

You will be placed under the Management Executive Scheme.

What You Will Be Working On

As a Staff Officer (Outreach & Engagement) in OCHA Office, your roles and responsibilities include:

  • Platform partnerships and OCHA administration
  • Identify new online platforms with a Singapore presence, and proactively establish partnership with them.
  • Educate online platforms on OCHA 2023 and their obligations, and work with them to establish workflows for administration of the Act as well as to align their internal policies and processes with the Act, where required.
  • Engagement strategy
  • Keep abreast on emerging online crime trends and develop tailored engagement roadmaps.
  • Online platforms safeguards and threat response
  • Research and engage online platforms on their safeguards, limitations, and future plans to detect, counter and prevent online criminal activities.
  • Engage stakeholders to strengthen platform safeguards, incorporate industry good practices in the Codes of Practice to combat criminal activities effectively.
  • Monitor global and local online criminal threat developments and work with online platforms to strengthen their safeguards to counter critical online threats.
  • Performance monitoring
  • Track key performance indicators on platform safeguard effectiveness and reduction in online crime.

What We Are Looking For

  • Experience in outreach and engagement with private entities, especially online platforms, will be useful.
  • Strong stakeholder management, negotiation and interpersonal skills.
  • Strategic & analytical skills and ability to translate insights into actionable engagement plans.
  • Ability to plan, execute and monitor multi-stakeholder initiatives under tight timelines
  • Strong written and oral English with the ability to prepare reports and briefings.
  • Resilience and teamwork to manage pressure, complex negotiations and cross-agency collaboration.
