Job Responsibilities
- Manage pre-contract quantity surveying activities, including project cost estimation, cost planning and cost control.
- Prepare tender documents, Bills of Quantities, tender evaluations and contract documentation.
- Participate in value engineering exercises and provide recommendations on cost-effective solutions.
- Support procurement and tender processes for large-scale building and infrastructure projects.
- Manage post-contract activities, including assessment and recommendation of contractors progress payments.
- Evaluate and assess variation orders and variation claims.
- Negotiate and settle variation claims with contractors and relevant project stakeholders.
- Prepare, evaluate and negotiate final accounts.
- Provide contractual and commercial advice to project teams and clients.
- Support contractual claims management and resolution of contract-related issues.
- Monitor project costs and ensure expenditure remains within approved budgets.
- Coordinate with architects, engineers, consultants, contractors and other project stakeholders.
- Perform other quantity surveying and contract management duties assigned by the Division.
Job Requirements
- Bachelor's Degree in Quantity Surveying, Building, or an equivalent qualification from a recognised university.
- Minimum 5 years of relevant Quantity Surveying / Contracts Management experience.
- Candidates with additional experience may be considered for the Senior Quantity Surveyor level.
- Experience handling both pre-contract and post-contract QS activities.
- Good understanding of Singapore building codes, regulations and construction practices.
- Familiarity with tendering, contract administration, variations, progress claims and final accounts.
- Membership with the Singapore Institute of Surveyors and Valuers (SISV) and/or Royal Institution of Chartered Surveyors (RICS) is an advantage.
- Strong planning, organisational and project coordination skills.
- Good analytical, numerical and negotiation abilities.
- Strong communication skills and ability to work effectively within multidisciplinary project teams.
Preferred Candidate Profile
The ideal candidate will have consulting or quantity surveying experience supporting large-scale building, infrastructure or development projects in Singapore, with strong exposure to cost management, tender documentation, contract administration and claims management.
