Sr Business Development Manager, Asia & Middle East
(Location: Singapore)
The Sr BD Manager, Asia & Middle East role will be a high impact hybrid role where the Sr BD Manager will help shape new commercial possibilities and strengthen the company's market position through both BD and Origination related activities. This role will primarily own and manage Phillips 66's logistics relationships with all third-party logistics providers for feedstocks and products in the region with responsibility for the negotiation and optimization of logistics and terminal agreements with third parties.
The position will frequently interact with internal functions including Corporate BD, Investment Appraisal, Midstream Projects, Midstream Operations, Refining, Trading, Origination, Aviation, Value Chain Optimization (VCO), Marketing, Scheduling, Emerging Energy, Finance, Tax, Accounting and Legal to ensure all business development opportunities are screened appropriately for commercial and strategic viability, and to ensure the safest and most cost-efficient transportation and storage of feedstocks and products.
What You'll Do
- Own the regional logistics strategy, integrating third-party infrastructure to optimize product placement and provide asset-backed commercial solutions
- Develop and advance logistics growth opportunities, including debottlenecking, expansions, joint ventures, and asset-backed commercial solutions.
- Optimize third-party logistics usage and reduce secondary logistics costs while developing new growth opportunities.
- Lead negotiation and execution of logistics agreements, including pipeline, storage, terminaling, marine, and related contracts.
- Maintain strong understanding of tariffs, fees, and regulatory frameworks, including evaluating tariff changes and supporting tariff protest activity where appropriate.
- Provide economic and analytical leadership, coordinating financial models, capital evaluations, and commercial assessments for contractual and investment decisions.
- Manage key third-party logistics relationships, including performance oversight, dispute resolution, and long-term partnership development.
- Represent Phillips 66 externally with customers, counterparties, and industry participants, including participation in relevant industry forums.
- Coordinate cross-functionally with Origination, Supply, Trading, Refining, Operations, Finance, Legal, and Regulatory teams to ensure BD opportunities and logistics strategies align with broader commercial and operational objectives.
- Ensure strong governance and compliance, adhering to contractual obligations, regulatory requirements, company policies, and records management standards.
- Help shape and advance the company's origination strategy by identifying, evaluating, and structuring opportunities that create long term value across the hydrocarbons commodity portfolio.
- Lead the analysis and structuring of complex transactions, including long term supply/offtake agreements, embedded hedging structures, inventory monetization, and cross commodity proposals.
What You'll Bring - Required
- Bachelor's degree in business, Finance, Economics, or a related discipline
- Sufficient prior experience across technical and commercial roles to rapidly screen projects by technical deliverability, commercial viability and counterparty risk
- Demonstrated and proven strategic mindset, strong business and financial acumen, and ability to manage complex opportunities.
- Willingness and ability to travel as needed to support partnership development or commercial initiatives.

- Industry specific experience including commercial, business development, operations, scheduling and/or logistics in downstream and/or or midstream.

- Strong facilitation skills - ability to manage upwards and help secure understanding, ownership and commitment to activity timings, within key discipline leads.
- Self-starter capable of working with limited supervision.
