About the job

The role of Evidence to Practice Office (ETPO) under the Agency for Care Effectiveness (ACE) is to:

  • Identify clinical practice gaps (e.g. changes in international practice guidelines or significant developments in new drug classes) that are relevant and of national priority
  • Address gaps through the development of national guidance on appropriate care
  • Design, deliver, and evaluate interventions that promote adoption of clinical guidances.

The Senior Specialist/ Specialist/ Principal Analyst/ Analyst reports to the Lead Specialists of the Evidence to Practice Office (ETPO)(Specialist Tracks) under ACE. As a Senior Specialist/ Specialist/ Principal Analyst/ Analyst, you will be responsible for:

  • Conducting formative research and evidence synthesis
  • Developing appropriate care products, e.g. ACE Clinical Guidances (ACGs) & evaluating their impact
  • Working with stakeholders to facilitate successful implementation of ACGs
  • Developing and delivering quality clinical education in various healthcare settings.

Design and develop appropriate care guidelines

  • Identify and synthesise information from a range of sources (e.g. published literature (research or review articles, guidelines, internal MOH reports and drug utilisation reports)
  • Critically appraise relevant clinical research studies, epidemiological data, and other information such as guidelines
  • Evaluate the validity and relevance of information or international guidelines which may be complex and/or conflicting from a variety of sources
  • Survey and interview key opinion leaders, primary care clinicians and other key informants to understand health professional knowledge, attitudes and behaviours
  • Identify clinical concerns/issues about guideline recommendations, intervention(s) and potential barriers preventing their optimal use
  • Review and synthesise information from a range of sources including evidence from local literature, drug utilisation and clinical audit or survey data to identify practice gaps
  • Identify appropriate analytical approaches and conduct data analysis (quantitative or qualitative) as part of formative evaluation or to address the clinical question related to content development work
  • Use quantitative or qualitative results to assist with the design of appropriate care program/ products targeting behaviour change and improvement in clinical or cost outcomes
  • Synthesise and develop educational visiting content and materials
  • Deliver educational visiting to meet the professional education needs of clinicians and influence clinical practice changes in line with ACG recommendations

Planning and organisation

  • Assist with planning and conducting of meetings such as scoping workshops and committee meetings, and provide secretariat support for the above.
  • Assist with the design, editorial, and review processes associated with program interventions, and identifying and managing project risks
  • Assist with planning and management of operational workflows and aspects of interventions.

Evaluation of impact

  • Work with Planning and Policy (P&P) team and other stakeholders to ensure successful dissemination and implementation of appropriate care products
  • Develop and maintain records of work to ensure an audit trail
  • Work with the Economic Modelling and Outcomes Evaluation (EMOE) team on the evaluation of ETPO's products

Communication and engagement

  • Maintain links with external academic, professional and clinical institutions to ensure current best practice
  • Promote the technical work of the Agency to be recognised as an excellence centre for promoting evidence based and cost effective care in Singapore
  • Regular communication with other Divisions within MOH and external stakeholders (e.g. Academy of Medicine, clinical experts)
  • Undertake continuing personal and professional development to satisfy the required technical competencies

Educational Requirements:

  • Degree in healthcare field (medicine, medical science, pharmacy, psychology, biomedical engineering) or economics
  • Post graduate qualifications in health economics, public health, biostatistics or epidemiology, or related scientific field or equivalent level of knowledge and skills acquired through research experience and further training/ development

Years of Experience Required:

At least 3 years of relevant experience in evidence-based methodologies, epidemiology or healthcare econometrics (for Formative Research)
