Who We Are
Singapore Pools was established by the Singapore government on 23 May 1968 to provide safe and trusted betting to counter illegal gambling. As a not-for-profit organisation, it makes contributions to the Tote Board to fund a wide range of causes in social service, community development, sports, arts, education and health sectors.
Since 2004, over $5 billion have been channelled to the Tote Board. In addition, Singapore Pools also contributes about $2 billion annually to the Government in the form of taxes and duties. Its responsible gaming practices have been awarded the highest level of certification (Level 4) by the World Lottery Association's Responsible Gaming Framework since 2012.
Since inception, Singapore Pools staff have a long-standing commitment to doing good and giving back to those in need. Staff volunteers support activities held all year round, from helping disadvantaged children, youth-at-risk, underprivileged families, and elderly, to conserving the environment.
Job Purpose
The role is responsible for the end-to-end Software Development Life Cycle (SDLC) and support of business applications to meet operational and business needs. This includes participating in planning, requirements analysis, solution design, coding, testing, deployment, and post-implementation support. The position works closely with business stakeholders and technology partners to gather, analyze, validate, and translate business requirements into effective technical solutions.
The role also ensures application quality through comprehensive testing, incident and problem management process, and performance validation. In addition, it is responsible for monitoring all events that occur in the relevant applications and restoring services promptly and minimizing operational disruptions. By driving effective incident management and continuous service improvements, the role ensures the delivery of reliable, secure, and high-performing technology solutions that support business objectives and enhance user experience.
What You'll Do
- Develop new code or reuse existing codes to implement enhancements or new business solutions and maintain documentation of solutions
- Ensures proper planning and analysis, detailed design, development, code review, unit testing, system integration, user acceptance testing and implementation of changes and / or enhancements to prevent rework and schedule slippage.
- Implement application by analyzing the current system environment, using technical tools and utilities, performing complex product customization, and developing implementation and verification procedures to ensure successful installation of systems hardware/software
- Identify new software technologies to fit specialized business needs and configurations
- Write and execute comprehensive unit tests plans and functional test cases
- Perform performance testing to ensure that expected application performance levels are achieved
- Collaborate with all relevant stakeholders including service transition and operations and secure the requisite sign-offs
- Facilitate automated testing throughout the test lifecycle, embed risk based testing, and reuse of test scripts
- Retest corrections to ensure problems are resolved and communicate with the relevant stakeholders accordingly
- Manage vendor SLAs and communication of incidents, problems and escalations to internal and external partners / vendors as required
- Assist with troubleshooting and analysis of production issues
- Responsible for creating, executing and documenting the tests necessary to ensure that application and technical environment meets performance requirements. Tests overall functionality of product against pre-defined requirements and reports bugs to the project team and accurately communicates impact of bugs
- Responsible for the quality and integrity of the Incident Management process.
- Manage day-to-day operations management activities including the investigation and resolution of incidents, problems, and working assigned queues
- Monitor effectiveness and efficiency of the incident management process and identify areas of improvement
- Assist Senior Engineer, Section Head in reviewing processes and procedures, identifying gaps and needed task
- Liaise with user on enquiries, usage of systems, and / or any other queries pertaining to business systems
- Work with the business to gather, define requirements and translate them into design specifications
- Identify, verify and document functional and technical requirements using established requirements management methodology and tools
- Transition the requirements and use cases to vendors, and ensure a clear and complete understanding of the requirements
- Work closely with all relevant stakeholders and vendors to support new product launches and enhancements
- Analyze and research new and existing applications, products, procedures, and/or workflow needs associated with business systems
- Assist with the definition and drafting of systems scope and objectives through research and fact-finding combined with an understanding of business systems and industry requirements
- Responsible for obtainining approval from Change Approval Board
- Liaise with Gaming Integrity Group (GIG) and Digital Governance (DG) to respond to requests from Regulatory / Authorities and act as a single point of contact with GIG & DG.
- Understand regulatory requirements, work with internal team and external vendors to collate necessary information for the regulatory enquiries
- Provide support to audit activities
Who You Are
- Degree-qualified in Information Technology, Computer Science, Engineering or IT related discipline, with 3+ years of experience liaising with multiple stakeholders and vendors, audit and regulatory affairs in Singapore, testing (including automated testing) and 5+ years of experience in developing and implementing applications and application enhancements, and day‑to‑day systems operational support.
- Experience with DevOps processes and tools.
- Ability to collaborate, communicate, and triage technical issues across teams.
- Excellent understanding of business complexity and project interdependencies.
- Knowledge of testing methodologies, standards and automated testing tools.
- Strong analytical and troubleshooting skills.
- Knowledge of automation testing tools e.g JMeter, log monitoring & analysis tools e.g. Splunk, Grafana, JIRA, Java, SQL, Linux, and ITIL incident management processes.
- Expertise in the technical domain knowledge and good understanding of underlying business processes and systems.
- Ability to be attentive to details, demonstrate strong analytical and problem-solving skills.
- Ability to work under pressure and strong interpersonal skills to work with cross functional teams to deliver results.
- Strong written and communication skills across internal and external stakeholders.
- Ability to collaborate and communicate effectively across organization levels.
- Demonstrate strong technical aptitude and understanding of how technologies impact delivery.
- Experience of working in agile development environment is advantageous.
