Purpose
The Senior Manager / Manager, Learning & Development is responsible for planning and implementing broad-based learning initiatives that strengthen employee capabilities and support the Group's talent and business priorities.
Key Responsibilities
- Partner with HR and business stakeholders to identify workforce capability gaps, learning needs, and development priorities, and translate these into practical learning solutions.
- Develop and organize engaging learning programs, workshops, and learning journeys aligned with the Group's business and talent strategies.
- Stay abreast of emerging learning technologies and AI-enabled platforms, and proactively leverage digital tools to curate and deliver relevant internal and external learning content for different employee groups.
- Ensure high standards of learning content, program delivery, and participant experience. Analyse participant feedback and learning outcomes to continuously improve program effectiveness.
- Lead the operations and ongoing development of the Group Learning Centre (Virtual), serving as the central access point for Group learning resources, programs, and development opportunities through the LMS platform.
- Serve as a subject matter expert on Singapore workforce-development grants and schemes. Assess eligibility, funding conditions, and operational requirements, and provide recommendations to relevant business sectors on suitable funding opportunities and participation.
- Manage multiple learning programs and projects concurrently, ensuring effective coordination across stakeholders, timelines, resources, and deliverables.
Requirements
- Minimum 10 years of relevant experience in Learning & Development, job redesign, employee development, workforce development, or a related field.
- Bachelor's degree in HR, Business, or a related discipline.
- Strong stakeholder engagement skills, with the ability to work effectively with stakeholders across different levels and translate business and workforce needs into practical learning solutions.
- Hands-on experience managing digital or virtual learning platforms, LMS/Learning portals, and digital learning content.
- Strong presentation, facilitation, and communication skills, with the ability to engage diverse employee audiences.
- Strong program and project management experience, including managing multiple stakeholders, workstreams, and deliverables.
- Experience working with Singapore statutory agencies, workforce-development schemes, or training grants will be an advantage.
- Comfortable working in a hands-on, fast-paced environment, with a strong willingness to learn and adopt new technologies and learning tools.
