Job Description

[What the role is]

You will be part of a team responsible for upholding proper procurement governance in NEA. You will manage and/or lead procurement activities across procurement categories, while ensuring compliance with policies, achieving value-for-money outcomes, and partnering business units by providing sound procurement advice to support their operational needs.

[What you will be working on]

You will support procurement functions in NEA by carrying out the following activities:

Procurement Execution and Delivery

  • Manage and/or lead end-to-end procurement processes (tenders and quotations)
  • Ensure timely and high-quality execution of procurement requirements in accordance with IM (Procurement) and relevant guidelines
  • Prepare, review and/or oversee tender and quotation documents to ensure compliance with IM (Procurement), statutory requirements, and relevant guidelines

Category Support and Sourcing

  • Support and/or lead the development and implementation of sourcing strategies across procurement categories
  • Identify opportunities for aggregation, standardisation, and cost optimisation
  • Conduct and/or oversee market analysis and supplier engagement to support effective sourcing decisions

Business Partnership

  • Proactively engage stakeholders to understand requirements and provide procurement advice on approaches, risks, and cost optimisation opportunities
  • Undertake upstream engagement with user divisions and suppliers to support demand planning and formulation of procurement strategies (for more complex or higher-value procurements)

Compliance and Governance

  • Ensure adherence to procurement policies, IM, and regulatory requirements across procurement activities
  • Maintain and/or oversee proper documentation and audit trail for all procurement processes

Continuous Improvement

  • Support and/or implement process improvements to enhance procurement efficiency and effectiveness

[What we are looking for]

Requirements

  • At least 5–8 years of experience in government procurement (candidates with more experience may be considered for senior roles)
  • Experience in managing procurement projects; exposure to complex or high-value procurements
  • Good applied knowledge of IM (Procurement), IM (Revenue), and GeBIZ
  • Strong analytical, interpersonal, writing and presentation skills
  • Ability to manage multiple procurement projects and work effectively with cross-functional stakeholders to deliver outcomes in a timely manner
  • Good team player with the ability to work in a dynamic environment
