JOB DESCRIPTION

Job Responsibilities

  • Hands-on management of all Keppel DC sites to ensure that all parts of the DCIM/BMS/EMS/CMS/BaMS Applications system and OT/ICS Infrastructure designs are correctly implemented by the Vendors as per KDCH IT & OT/ICS standards and Operational SLA Requirements.
  • Ensure high availability and uptime of ICS in line with facility SLAs and operational requirements.
  • Implement and manage cybersecurity controls aligned with company policies and frameworks.
  • Operations Management especially - Incident/Change Management are delivered as per the Global Operational procedures and standards.
  • Problem Management (any repeated Faults/bugs leading to Incidents need to be reviewed and permanent fix to be done working with the OT/ICS Vendors.
  • Perform diagnostics, troubleshooting, and root-cause analysis for ICS issues affecting system availability or performance.
  • Work closely with facility operations, IT security, and engineering teams to support holistic site reliability by providing technical support, guidance and OT/ICS governance.
  • Technical Project Management of any IT & OT/ICS initiatives (e.g., Industrial Controls System for Mechanical & Electrical facilities & Cyber Security).
  • Perform routine proactive follow-ups with OT/ICS vendors to ensure the scope of works, server maintenance activities including Windows /Linux patching (both upgrades and security patches) and maintain backup/recovery.
  • Provide technical operational support on the current OT/ICS systems (VMWARE/Windows). BACKUP/Recovery and Windows Domain Controller with Integrated knowledge on OT/ICS LAN / WAN / Cyber Security Technical Controls like Firewalls Administration following proper Incident Management/Problem Management Process.
  • Plan and execute system upgrades, configuration changes, and lifecycle replacements with minimal disruption.
  • Implement corporate IT Security policies procedures and standards to maximize the performance of systems, applications, and networks. This includes the Data Backup Recovery and any License Management.
  • Lead and Manage any Tech Refresh OT/ICS systems to make sure the Standards are maintenance and transparency in operations are maintained.
  • Assists with input on new or upgrade OT/ICS projects.Support the analytical, technical, and administrative work in the planning, design, and installation of new or existing OT/ICS systems.
  • Develop the OT/ICS systems technical design working with the OEM Equipment Vendors through the Design consultants, Project and Engineering team, OT/ICS Vendors so that Technical, Design and Operations standards are maintained across different DCs built.
  • Review the vendors proposals to comply with the standards and designs by working closely with the project team, operation team, cybersecurity team.
  • Work with the OT/ICS vendors through the Project team (DC Build team) and KDC IT Infrastructure & Applications team to ensure the Implementation of the OT/ICS systems are implemented as per the Technical Design and Operations standards, so that Standardized Operating OT/ICS systems are Delivered to the Operations team
    • Engage, lead, and direct vendors via Scope of Work and Requests for Proposals/information documents.
    • Perform inspections and assist in the testing and commissioning of the OT/ICS systems from KDC operations perspective.
    • Prepare and maintain OT/ICS systems support documentation and test plans.
  • Standardize the Parameters (Data Points) including the Threshold to be monitored (Operational and Predictive Parameters for different Equipment's, Alerts/Alarming standards for the different Equipment's. Make sure Right Alarms is received by the right person at the right time.
  • Maintain accurate records of system architecture, patching status, change control, and recovery procedures in the company's share-point.
  • Participate in VA/penetration testing, and incident response efforts for ICS-related security events.
  • Support internal and external audits through detailed documentation and system evidence.
  • Support any DC certification Process and Corporate Audit team for any certification and audit works.

    JOB REQUIREMENTS

    Job Requirements

    • Diploma/Degree in Information Technology / Electrical Engineering, Engineering Technology, or OT/ICS related Engineering degrees or equivalent professional experience.
    • Skilled and proactive OT/ICS SME support, maintain, and secure OT/ICS systems in critical facility environments.
    • Must have work Experience with different OT/ICS protocols (BACnet, Modbus, OPC, SNMP, Etc.)
    • Must have work Experience with different OT/ICS SCADA systems & network Equipment's like PLC, HMI, DDC, RTUs, Gateways, Converters, Network Controllers, and control Panels.
    • Knowledge in Basic TCP/IP, Ring/Star/Mesh Networking, Modbus RTU, BACnet MSTP is a must.
    • The ideal candidate will have a strong background (Hands-on experience) in OT/ICS technologies and an in-depth understanding of the unique requirements and cybersecurity challenges of critical infrastructure.
    • Proficiency in ICS lifecycle management, backup/recovery, and patch management.
    • To ensure the continuous operation, safety, and cyber-resilience of systems such as HVAC, electrical management system, chiller management system, DCIM/BMS and backup and recovery systems.
    • Experience in managing vendor-based ICS platforms (e.g., ABB, Siemens, Schneider, Mitsubishi, Desigo, etc.).
    • Ability to read, interpret, and review engineering documents that may include: Control Drawings, Sequence of Operations, Bill of Materials, Graphical User, Interface requirements, and Functional Specifications.
    • Preferred to have Working knowledge and experience with Networks and System controls supporting OT/ICS Applications (BMS/CMS/EMS/DCIM) in Critical facilities.
    • In-depth skills on DC Networks (DC LAN, WAN, Office WIFI, Firewalls). Responsible for estimating, planning and implementing networks with Vendors/Systems Integrators on the DC systems hosting OT/ICS Applications, Administration and operations of Windows/ADS, Server & Storage, Backup/Recovery Software operations knowledge.
    • Basic end to end Troubleshooting skills on OT/ICS system like SCADA, PLC, DDC, RTUs, Gateways, Network switches, Firewalls, instruments and Network.
    • Must have the ability to work collaboratively with other DC Facility operations teams as well as non-technical leadership in gathering requirements and coordinating activities with the Vendors/Systems Integrators based on the project scope and deliverables.
    • 5 or more years of experience with the Design, Implementations and Operations critical control and monitoring systems (DCIM/BMS, ICS, SCADA, PLC, DDC, Instrumentation, Networking) and support for critical facilities covering the following technologies.
      • Working knowledge and experience with an OT/ICS Systems (DCIM/BMS, CMS, EMS, BaMS, FMS, etc.,) as Primary - Weightage 50%
    • Working knowledge and experience with an OT/ICS Systems in a Critical facility Environment. Cisco / Dell / HPE Network Switches, Fortinet Firewall, Palo Alto Firewalls and Server Administration - Weightage 20%
    • Working knowledge and experience with an OT/ICS Systems in a Critical facility Environment. HP/DELL servers, Windows OS, Dell Storage - Weightage 10%
    • Cloud system, VMware, Hyper-V, Nutanix Administration - Weightage 10%
    • Project Management, Problem Management, Operation, Incident & Change Management and its relevant experience - Weightage 10%
    • Work may involve both office and field environments.
    • Must be willing to travel within Singapore facilities as require.
