SME Life Safety Manager (Contract)

Location: Singapore (APAC regional coverage excluding India)

Reporting Line: APAC Life Safety Manager

Business Area: Corporate Security APAC (excluding India)

Duration: 12 months with option to extend

Role Summary

The SME Life Safety Manager is a contracted specialist resource supporting the APAC Life Safety Manager in the oversight, coordination, and continuous improvement of the Corporate Life Safety program across the APAC region (excluding India). This role provides technical advisory, program execution, auditing, incident support, and regulatory guidance, working closely with regional stakeholders across Corporate Security, Corporate Workplace, Facilities, and external service providers. The contracted resource does not own policy, personnel, or budget, but acts as a technical extension of the Life Safety function to ensure regional consistency, compliance, and operational support.

Purpose

The SME Life Safety Manager will support the FTE APAC Life Safety Manager to ensure that:

  • A fit-for-purpose Life Safety program is effectively supported and implemented across APAC sites.
  • Risk assessments, emergency preparedness, and continuous improvement activities are undertaken to maintain a safe environment for employees, visitors, and contractors.
  • Site operations and activities comply with corporate standards and relevant national/local life safety, fire safety, and health & safety regulations across the APAC region.

Key Responsibilities

Program Support & Advisory

  • Support the maintenance of the Corporate Life Safety Management System, ensuring it remains practical, regionally relevant, and compliant.
  • Provide technical guidance to site teams, Workplace/Facilities, and Security stakeholders on matters relating to Life Safety, Fire Safety, and general Safety at Work.
  • Monitor changes to relevant, and standards, and regulations in APAC (with emphasis on Singapore) and advise on implications.

Regulatory & Compliance

  • Support reviews of life safety regulatory requirements, building approvals and permitting, and compliance documentation across APAC jurisdictions,
  • Assist in audit preparation and compliance activities for fire safety systems, means of egress, emergency planning, and building life safety strategies,

Risk Assessment & Audits

  • Conduct or support site-level safety risk assessments, inspections, and internal audits.
  • Review audit findings, document corrective actions, and monitor closure with local site owners.

Emergency Preparedness & Incident Support

  • Assist in development and testing of Emergency Action Plans (EAPs) and related evacuation/ invacuation procedures.
  • Maintain and support ERT membership lists, drills, and after-action reviews.

Incident Investigation

  • Support investigations into accidents, near misses, and life safety incidents, assisting in root cause analysis, trend identification, and mitigation recommendations.

Training & Awareness

  • Support the delivery of life safety awareness sessions, tabletop exercises, and scenario training across regional sites.
  • Coordinate with Workplace/Facilities on contractor/ vendor safety awareness where relevant.

Stakeholder Coordination

  • Work with Corporate Workplace, Facilities, Security, HR, and other key partners to ensure consistent application of life safety standards.
  • Liaise with vendors, contractors, and external service providers to support site execution and compliance.

Reporting & Documentation

  • Produce technical reports, dashboards, and status updates for the APAC Life Safety Manager.
  • Maintain documentation aligned with corporate standards and audit expectations.

Technical Skills / Qualifications

  • Strong working knowledge of risk management principles, tools, and methodologies (operational/enterprise).
  • Demonstrated incident investigation and technical report writing capability.
  • Safety auditing experience preferred (ISO-based, OHS, or internal compliance frameworks).
  • Solid understanding of building life safety systems and fire safety strategies, including regulatory compliance (essential).
  • Familiarity with Singapore Fire Code (SCDF) and related SS/ISO standards preferred (e.g., SS 550, SS 532, ISO 45001).
  • Exposure to NFPA standards is advantageous (e.g.,NFPA 1, 101, 70, 72).
  • Recognized safety management qualifications (e.g., NEBOSH Diploma/Certificate, CMIOSH/ GradIOSH, IIRSM, IFireE, or equivalent).
  • Singapore Fire Safety Manager (FSM) certification is advantageous but not essential.
  • Proficient with MS Office and digital collaboration tools (essential).

Experience & Qualifications

  • 5-10 years relevant experience in Life Safety, Fire Safety, Occupational Safety, or related EHS functions within multinational, engineering, consulting, or corporate environments.
  • Experience working across multiple APAC jurisdictions preferred.
  • Experience supporting regulatory compliance, incident investigations, audits, and emergency preparedness.
  • Vendor/contractor coordination experience is strongly beneficial.
