Site Construction Manager

• Represent Company towards other parties presented on construction site (Client, Local Authority, Contractors and Company's subcontractor).
• Develop a detailed construction work schedule aligned with the overall project and proposal timelines.
• Conduct technical reviews and evaluations of contractor proposals, preparing comprehensive Technical Bid Evaluations (TBE).
• Coordinate and contribute to the preparation phase prior to construction, including: Participating in the selection and pre-qualification of contractors.
• Preparing or updating work package technical documents for tender inquiries.
• Reviewing, assessing, and validating technical submissions from contractors to ensure compliance with project requirements and specifications.
• Monitor and control the construction activities and work performed by the Construction Supervisors reporting to him, and by the contractors.
• Support Construction Supervisors and Contractors by providing technical guidance to ensure proper interpretation and implementation of company standards and procedures, in close coordination with and under the guidance of the SA department
• Support the HSE Manager in coordinating and promoting site HSE activities in accordance with local regulations and requirements in Singapore.
• Assist in developing and updating the Site Safety Plan, ensuring compliance across all site operations.
• Monitor and follow up on corrective actions resulting from safety audits, incidents, or unsafe conditions. Act with delegated authority to request immediate suspension of contractor activities when serious and imminent safety risks to personnel or property are identified.
• Ensure Quality Assurance and Quality Control on site: define and update the CCMP and ITP in compliance with company Standards and local regulations and requirements in Singapore, ensure compliance with its requirements; perform quality inspections; open, control and follow-up on the treatment of non-conformances and/or anomalies; take corrective actions and follow-upon the treatment of non-conformances and/or anomalies following quality audits; have the authority to request from any contractor quality controls, to check, inspect, witness, approve or reject work or part of work;
• Organize the reception, inspection and handing over of Company equipment and materials to contractors.
• Provide a comprehensive Weekly Construction Report based on SA Template, ensuring accurate and timely updates on site execution status, including HSE performance, construction progress, quality control, and other relevant project indicators.
• Create, develop and keep monthly updates of the schedule and progress with activities properly linked, required format and usage of the GlobalWBS.
• Take the lead in organizing and maintaining all project site documentation by ensuring timely and regular uploading of records to the Project Drive.
• Oversee proper filing and archiving and ensure that complete as-built documentation is compiled and made available by the end of construction works.
• Guarantee and Monitor management of IP protection on site.
• Ensure a smooth and structured handling of the Construction–Commissioning Interface (CCI) by applying company templates and standards.
• Coordinate and facilitate the transfer of responsibilities—covering work progress, quality, safety, and site management—in close collaboration with the Commissioning Manager.
• Collect lessons learned during construction and participate to and prepare Lessons Learned Review for Construction.
• Propose evolution to codes and standards related to construction works.

Qualifications

• Bachelor's degree in Mechanical Engineering.
• At least 8 to 10 years experience in site construction.
• Good management, organization and coordination skills.
• Good knowledge of local regulations and requirements.
