Job Description:
1. Vessel Condition Review & Technical Audit
- condition Surveys: Conducting comprehensive inspections of the engine room, propulsion plant, and critical machinery to verify that the vessel is maintained to company and Class Standards.
- Defect & Maintenance Assessment: Reviewing the outstanding defect list with the shi's Chief Engineer. You determine which repairs are critical, which can be deferred, and which require specialized shore-side contractors.
- Regulatory Compliance: Ensuring the ship passess Port State Control (PSC) inspections and Class surveys without deficiencies. This includes verifying the accuracy of the Oil Record Book, garbage management, and emission compliance within Singapore waters.
- Technical Issues: Investigate and follow up on technical and machinery failures and accidents, collaborating with internal and external stakeholders.
- Technical Management: Oversee the maintenance, repair, and docking of vessels, following approved budgets with internal and external stakeholders.
2. Fleet & Vessel Management:
- Technical Support: Acting as the primary shore-based technical contract. You provide guidance to the ship's crew, troubleshoot complex machinery issues remotely or during boarding, and assist with root-cause analysis for failure.
- Logistics & Procurement: Coordinating with Singapore-based ship chandlers and agents for the urgent delivery of spare parts, bunkers, and lubricants to meet tight turn-around schedules.
- Contractor Oversight: Managing third-party service engineers during dry-docking or alongside berths for specialized work (eg. navigational equipments, hydraulic systems, or engine overhauls).
- Reporting: Updating the Computerized Maintenance Management System (CMMS), analyzing maintenance budgets, and reporting fleet technical performance to management.
- Budget Management: Monitor and control the operational expenditure (OPEX) for vessel repairs and maintenance, explaining variances and identifying cost reduction opportunities.
- Performance Monitoring: Review various reports, including vessel maintenance and technical analyses, to assist in formulation long and short-term asset management strategies.
- Risk Management: Review and recommend improvements to the company's risk management practices and develop strategies for managing risk within the fleet operations.
3. Regulatory & External Relations
- Regulatory Monitoring: Stay updated on industry trends, technological advancements, and changes in regulatory requirements to ensure ongoing compliance.
- Stakeholder Communication: Act as liaison between the shore-base team, shipboard staff, and external stakeholders like Flag Administrations.
- Emergency response: Serve as a member of Emergency Response Team when required.
Requirement:
1. Chief Engineer experience at least 5 years and above.
2. Required Chief Engineer certificate.
3. Bachelor degree certificate.
4. Vibrant and able to write and communicate effectively.
