Shangri-La Dialogue Senior Fellow for Defence Economics

The International Institute for Strategic Studies (IISS) is the world's leading independent authority on global security issues, providing information and analysis on a wide range of international security and political risk questions. The Institute conducts research on the problems of conflict, however caused, that may have a significant military dimension, and analyses international trends, including economic developments, which may have strategic implications. The Institute convenes high-level conferences - such as the annual IISS Shangri-La Dialogue in Singapore - that bring together government officials, recognized experts, opinion-formers and business leaders at the most senior level, in order to enhance diplomatic exchanges and to enable the crafting of more effective policy on strategic matters.

The IISS, headquartered in London and with international offices in Bahrain, Germany, Singapore, and the United States, is seeking to appoint a Shangri-La Dialogue Senior Fellow for Indo-Pacific Defence Policy, Economics and Industry. The role reports primarily to the Senior Fellow for Defence and Economics in London and the Executive Director of IISS-Asia.

The successful candidate will be a dynamic, highly qualified, senior expert on on Indo-Pacific defence policy, economics, and industry, with a strong record in fundraising. Areas of research specialisation should include regional defence expenditure, industrial partnerships, and experience with quantitative data collection and analysis (including forecasting). The candidate will conduct cutting-edge research and publish widely in the institute's platforms, including the Military Balance, as well as contribute to consultancy requests. This role will also support the organisation of the IISS Shangri-La Dialogue and associated events, as well as the other activities of the IISS.

Responsibilities:

• Collection and assessment of data on Indo-Pacific defence expenditure and defence industry.
• Produce original, authoritative research on Indo-Pacific defence policy, economics and industry for IISS publications.
• Support the IISS Shangri-La Dialogue and IISS Shangri-La Dialogue Sherpa Meeting.
• Contribute to other IISS Dialogues, conferences, workshops and other events as required.
• Support regional activities, including IISS member briefings and consultancy reports.
• Contribute to programme fundraising activities including developing ideas and concept notes for research projects, writing fundraising proposals, developing a network and assisting in identifying sources of financial support for the programme.
• Provide supervision and mentoring of more junior research colleagues.

Requirements:

Candidates should have:

• A strong record of policy-relevant publication on aspects of Indo-Pacific defence and security.
• Excellent numeracy skills and proven ability to work with vast datasets and manipulate them.
• A postgraduate degree in a relevant field such as international relations, strategic studies, war studies or economics, OR a relevant professional background in the armed forces or defence intelligence. They should have demonstrable professional experience in the analysis of Indo-Pacific defence policy, economics and defence industrial trends.
• Extensive experience in successful fundraising.
• Competence in spoken and written English and will preferably possess a working knowledge of at least one regional language.

Remuneration:

This position is for a fixed term of four years and may be considered for renewal at the end of the contract. The salary offered will be competitive and will be accompanied by benefits including health insurance, life insurance, and contributory pension arrangements.
