Overall Job Responsibility
As part of the Service Administration Division, you will work with various Social Service Agencies (SSAs) and Government agencies to oversee and manage different disability programmes and services, to ensure that they continue to support and meet the needs of persons with disabilities and their caregivers.
The Services team in the Division service manages and supports Government-funded residential and centre-based disability services to meet service standards. Your key job scope will be to oversee the smooth operations and delivery of the services.
Duties and Responsibilities
Service Management
- Oversee the operationalisation of the Ministry of Social and Family (MSF) funded disability programmes such as Adult and Children Disability Homes, Day Activities Centres, Sheltered Workshops.
- Ensure disability programmes meet their policy intentions and work with service providers to meet programme key performance indicators (KPIs) and service standard requirements (SSR) to deliver quality support for persons with disabilities.
- Manage incidents under the MSF Incident Management Framework and SG Enable's Enterprise Risk Management.
- Work with internal and external stakeholders to review operational issues to streamline service delivery and refine service models.
- Develop and maintain Standard Operating Procedures (SOPs) and operational guidelines.
Programme Management and Funding Renewal
- Oversee annual audits and compliance reviews for disability programmes.
- Assess programme performance and funding relevance, ensuring achievement of KPIs and service standards.
- Work with service providers on improvement plans and activate exit management when service standards are not met.
- Liaise with internal and external stakeholders for site feasibility assessment based on operational, accessibility, and safety requirements.
- Work with stakeholders on recommendations to support decision-making on site confirmation or selection.
- Prepare summary reports and presentation materials for management and stakeholder briefings.
Procurement and Tender Management
- Manage end-to-end tender processes, including preparation, publication, evaluation of proposals in accordance with pre-requisite criteria, clarifications and award recommendations.
- Engage and liaise with interested service providers and stakeholders throughout the tender and appointment process.
- Facilitate approval processes, prepare letters of appointment and issue agreements to appointed service providers.
- Draft and manage agreements and variations, ensuring compliance and timely execution.
Additional Responsibilities
- Provide secretariat support.
- Participate in assigned workgroups or inter-agencies initiatives.
- Mentor and guide junior staff to build team capability.
- Undertake additional duties as required to support organisational priorities.
Qualifications, Knowledge And Experience
- A good Degree in any discipline, with at least 2 years of relevant working experience. Experience in social service sector or account servicing will be preferred.
- Familiar with use of MS Office applications such as MS-Word and MS-Excel.
- Strong verbal and written communication and interpersonal skills with the ability to build strong working relationships at all levels confidently.
- Possess good analytical and problem-solving skills with an ability to remain focused on outputs and to adjust delivery mechanisms to meet deadlines and client needs.
- Able to manage multiple projects with excellent project management skills and to thrive under pressure in a fast-paced environment.
- Good organization skills, meticulous and diligent to manage competing time demands for multiple projects within given timeframes.
- Team-player who shares knowledge, displays initiative in assisting colleagues and adaptable to changes/new workflows.
