Overall Job Responsibility
The Service Development, Disability Support and Services Division is reviewing and enhancing the continuum of services to better support adult persons with disabilities and their caregivers.
The job holder will be supporting key projects including the following pilot programmes:
- Enabling Services Hub (ESH) which takes a regional approach to bring community support services closer to the homes of persons with disabilities and their caregivers; and
- Supported Transition and Engagement Programme (STEP) which is a transition support programme for recent special education graduates who are waiting for enrolment into government-funded disability services upon graduation.
Duties and Responsibilities
- Service Planning
- Support the conceptualisation and design of service models for pilot initiatives such as ESH and STEP, aligned with national strategies and sector priorities.
- Conduct needs analysis, service mapping, environmental scans, and gap assessments to identify emerging service needs and opportunities.
- Review pilot initiatives to address service gaps and improve service quality, accessibility, integration, and sustainability.
- Review existing programmes and recommend service improvements based on data, sector feedback, and outcomes evaluation.
- Develop scale up plans beyond pilot phase.
- Develop resourcing plans (e.g. funding, manpower and space) for pilot and scale up phases.
- Stakeholder Engagement
- Engage and partner relevant stakeholders, including service providers, MSF and other agencies, to support the planning and design of pilot initiatives.
- Foster strong relationships with stakeholders to ensure effective collaboration and communication.
- Evaluation and Reporting
- Support programme evaluation by identifying challenges and improvements to the programme design.
- Work with appointed research partners to develop the evaluation plan to assess the effectiveness of pilot initiatives.
- Develop suitable output and outcome indicators to track and measure desired outcomes.
- Develop data collection matrix, structure and processes to support the pilot initiatives.
- Analyse quantitative and qualitative data to inform adjustment to service design and/or implementation.
Support Any Other Duties As Required.
Qualifications, Knowledge and Experience
- At least 5 years of relevant experience in service management work or have led new programmes/pilots.
- Good degree in relevant disciplines
- Strong team player with good communication and interpersonal skills, and the ability to work with diverse stakeholders
- Self-driven, resourceful and able to multi-task
- Meticulous and diligent
- Possess strong analytical and problem-solving skills
- Proficient in MS Outlook, Word, Excel, PowerPoint
- Experience in data analysis is an added advantage
