Job Summary
Lead the development and enforcement of Workplace Safety and Health (WSH) and environmental policies at BBR PILING PTE. LTD., ensuring regulatory compliance and fostering a culture of safety and environmental responsibility within the construction industry.
Responsibilities
- Develop, implement, and enforce Workplace Safety and Health (WSH) policies and procedures to ensure a safe working environment
- Conduct risk assessments and recommend control measures to mitigate workplace hazards effectively
- Oversee workplace safety audits and inspections to ensure compliance with regulations such as the WSH Act and OSHA standards
- Monitor adherence to Safe Work Procedures (SWPs) and Permit to Work (PTW) systems to maintain operational safety
- Investigate workplace incidents and accidents, prepare detailed reports, and recommend preventive actions to avoid recurrence
- Implement and manage environmental control measures to comply with environmental regulations and standards
- Monitor environmental parameters including waste management, noise levels, air quality, and water pollution to ensure regulatory compliance
- Ensure proper waste disposal and pollution control practices are implemented and maintained on-site
- Conduct environmental audits and report non-compliance issues to management for corrective action
- Ensure compliance with local safety, health, and environmental laws, standards, and best practices
- Serve as the primary liaison with regulatory authorities on safety, health, and environmental matters
- Supervise and mentor junior Workplace Safety and Health Officers (WSHOs), Environmental Control Officers (ECOs), and other safety or environmental team members to build team capability
- Lead toolbox talks, safety briefings, and training sessions for workers and management to promote safety awareness
- Plan and conduct WSH and environmental training programmes to enhance employee knowledge and compliance
- Prepare materials for safety campaigns and initiatives to engage the workforce in safety culture
- Develop and implement emergency response plans, including evacuation and spill management procedures, to ensure preparedness
- Conduct drills to test the effectiveness of emergency preparedness measures and improve response capabilities
- Act as the primary point of contact during emergencies to coordinate response efforts
- Maintain comprehensive records of safety incidents, audits, inspections, and corrective actions for accountability and continuous improvement
- Generate regular reports for management on safety performance, environmental issues, and compliance status to inform decision-making
Required competencies and certifications
- Possess a valid MOM registered Workplace Safety and Health Officer (WSHO) license
- Possess a valid NEA registered Environmental Control Officer (ECO) license
- Possess a valid PUB Registered Environmental Control Measures Officer (ECMO) license
- Certificate in BizSafe Level 2 Risk Management or equivalent certification
- Class 3 driving license and own a car
Preferred competencies and qualifications
- Bachelor's Degree in Engineering or Health and Safety related disciplines
- Minimum 5 years of working experience in the construction industry
- Relevant experience in civil and building industry
- Good communication skills and ability to work effectively as a team player
- Knowledge and understanding of ISO 9001, ISO 14001, and ISO 45001 standards
- Minimum 3 years of experience in Bored Piling Works
