Overview
We are seeking an experienced Senior WICA Claims Specialist to manage and oversee a portfolio of Work Injury Compensation Act (WICA) claims from notification through to settlement. The successful candidate will ensure timely, fair and compliant claims handling while delivering excellent service to policyholders, injured employees, employers, intermediaries and other stakeholders.
This role requires strong technical knowledge of Singapore's Work Injury Compensation Act (WICA), excellent stakeholder management skills, and the ability to make sound claims decisions while balancing customer outcomes and business objectives.
Key Responsibilities
Claims Management
- Manage an end-to-end portfolio of WICA claims, ensuring prompt investigation, assessment and resolution.
- Review liability, policy coverage and quantum in accordance with the Work Injury Compensation Act (WICA) and company guidelines.
- Assess medical reports, compensation calculations, wage records and supporting documentation.
- Determine appropriate reserves and maintain accurate reserve adequacy throughout the claim lifecycle.
- Negotiate and settle claims within delegated authority limits.
Investigation & Assessment
- Conduct detailed investigations into claim circumstances, liability and policy coverage.
- Identify potential fraud, non-disclosure or recovery opportunities and escalate where appropriate.
- Liaise with employers, injured workers, legal representatives, medical practitioners, rehabilitation providers and the Ministry of Manpower (MOM).
Stakeholder Management
- Build strong relationships with brokers, employers, policyholders and external service providers.
- Provide clear and professional communication regarding claim progress and settlement decisions.
- Handle complex customer enquiries and complaints with professionalism and empathy.
Compliance & Governance
- Ensure all claims are handled in accordance with:
- Singapore Work Injury Compensation Act (WICA)
- Ministry of Manpower (MOM) requirements
- Internal claims guidelines and authority limits
- Regulatory and audit standards
- Maintain accurate claims documentation and audit-ready files.
Operational Excellence
- Monitor claims reserves and identify opportunities to reduce leakage and improve claim outcomes.
- Analyse claims trends and recommend process improvements.
- Support system enhancements and claims transformation initiatives where required.
- Prepare management reports and portfolio analysis.
Leadership
- Provide technical guidance and coaching to junior claims handlers.
- Review complex cases and provide recommendations on settlement strategies.
- Participate in claims committee discussions where applicable.
- Act as a subject matter expert for WICA claims within the business.
Requirements
- Diploma or Degree in Insurance, Business, Law or a related discipline.
- Minimum 5–8 years experience handling Work Injury Compensation Act (WICA) claims in Singapore.
- Strong knowledge of:
- Singapore WICA legislation
- Workers compensation claims management
- Claims investigation and reserving
- Medical terminology and compensation assessment
- Experience handling complex, litigated or disputed WICA claims is highly preferred.
- Good understanding of insurance policy wordings and liability assessment.
- Strong negotiation, analytical and decision-making skills.
- Excellent interpersonal and stakeholder management abilities.
- Able to work independently while managing multiple priorities.
