Job Duties - Senior Welfare Officer

Role Purpose

To lead and supervise welfare operations within the Home, ensuring consistent quality of care, adherence to licensing requirements, and the holistic development of residents. The Senior Welfare Officer provides guidance to Welfare Officers, manages complex cases, and acts as a key liaison between frontline staff and management.

Key Responsibilities

Care Planning & Case Management (Senior-Level)

  • Lead the implementation of SOPs to ensure consistent quality care and compliance with safety and licensing standards.

  • Ensure the principles of Standards of Care for Children and Young Persons are embedded in all aspects of daily management and supervision.

  • Monitor and ensure adherence to licensing requirements, conducting regular checks and follow-ups.

  • Oversee the planning and delivery of holistic programmes for residents, ensuring alignment with care objectives and positive developmental outcomes.

  • Safeguard and promote the welfare, safety, personal development, and well-being of residents, providing guidance to Welfare Officers on best practices.

  • Provide coaching and mentorship to Welfare Officers to ensure consistent quality in care delivery and case documentation.

  • Act as the primary point of contact for residents regarding welfare concerns, and lead investigations into reported incidents, suspected abuse, neglect, or harm.

  • Investigate injuries sustained during care placement, prepare incident reports, and follow through on corrective actions.

  • Oversee medical care provision and liaise with healthcare professionals for complex cases.

  • Guide residents in building confidence, self-esteem, and life skills, ensuring opportunities are tailored to their developmental needs.

  • Coordinate with schools, learning support aides, and external partners to meet residents educational and developmental needs.

  • Lead the review and implementation of Individual Care Plans (ICPs), ensuring alignment with case management goals.

  • Facilitate staff meetings, encouraging participation and collaboration to address operational and care issues.

  • Build and maintain professional relationships with families, social service agencies, and community partners to support residents reintegration and well-being.

  • Lead in organizing and coordinating major DIO events and represent the Home in external functions when required.

Rehabilitation Oversight

  • Conduct structured needs assessments using approved organizational tools to identify residents behavioral, social and developmental needs, and develop rehabilitation plans in consultation with Social Worker and Supervisor.

  • Take primary ownership of behavior management, monitor progress consistently, and adjust care plans in consultation with Social Workers or Supervisors where necessary.

  • Coordinate with Social Workers, Education Officers, Religious Officers and care staff to ensure integrated and consistent support for residents.

  • Maintain accurate, timely and audit-ready documentation, and prepare progress summaries for review.

  • Provide guidance to Welfare Officers and model professional standards in service delivery.

Competencies

  • Core Competencies: Advanced case management and rehabilitation oversight duties, safeguarding leadership, decision-making, conflict resolution, stakeholder engagement.

  • Technical Competencies: Complex case investigation, compliance monitoring, coaching & mentoring, care and rehab programme design, advanced incident reporting.

  • Behavioral Competencies: Leadership presence, emotional intelligence, critical thinking, high accountability, ability to manage crises calmly.

Qualifications & Experience

  • Minimum Diploma in Social Services, Psychology, Counselling, Education, or related field.

  • Minimum 3-4 years relevant experience in child/youth welfare, residential care, or social services, with at least 1 year in a supervisory or complex casework role.

  • First Aid and CPR certification (must already be certified or obtain within first 3 months).

  • Strong knowledge of child welfare best practices, safeguarding protocols, and licensing requirements
