Lead and manage the tender process for building construction projects.
Review tender drawings, specifications, Bills of Quantities and contract documents.
Perform and review quantity take-offs, measurements and cost build-ups.
Prepare accurate cost estimates, budget quotations and tender pricing.
Source and obtain quotations from subcontractors, suppliers and service providers.
Analyze and compare subcontractor and supplier quotations for scope, compliance and competitiveness.
Prepare tender comparison and recommendation reports.
Develop tender pricing strategies and advise Management on pricing and commercial matters.
Identify project risks, opportunities and potential cost implications during the tender stage.
Review contract conditions and identify commercial and contractual risks.
Prepare tender qualifications, clarifications and risk allowances.
Coordinate tender queries, addenda and clarifications with clients and consultants.
Coordinate with Technical, Design, Planning, Procurement, Project teams to complete tender submissions.
Lead value engineering and cost-saving proposals where required.
Ensure tender submissions are complete, accurate and submitted on time.
Participate in tender interviews, negotiations and post-tender discussions.
Maintain and update cost databases, historical costs and market rates.
Conduct tender outcome and win/loss analysis for continuous improvement.
Coordinate tender handover to the Project and Contracts Teams upon award.
Review the Letter of Award, contract documents, BQ, Schedule of Rates, drawings and specifications during handover.
Ensure tender pricing, qualifications, exclusions and commercial commitments are properly communicated to the Project Team.
Perform other duties as assigned by Management from time to time.
Requirements
Strong knowledge of electrical construction works, including electrical systems, materials, installation, testing and associated costs.
Have 2-5 years of experience in electrical installation within the construction sector, or experience working as a Tender Quantity Surveyor (QS) specializing in electrical installation works.
Diploma/Degree in Quantity Surveying, Construction, Electrical Engineering or a related field.
Strong knowledge of construction methods, drawings, specifications, market pricing and local procurement practices.
