Our client is one of Singapore's leading integrated technology companies, with a substantial footprint spanning Singapore and Malaysia. In the midst of an ambitious digital transformation and insourcing agenda, they are investing heavily in building internal tech capability - and that starts with getting talent acquisition right. They are now looking for a Senior Manager, Talent Acquisition to own this function and drive it forward.
The Role
This is a high-impact leadership role responsible for the end-to-end talent acquisition strategy and execution for tech hiring across two markets. You'll lead a dedicated TA team, report into senior HR leadership, and be the architect of a hiring engine that delivers at scale - reducing agency dependency, strengthening employer brand, and ensuring the organisation wins in a competitive tech talent market.
Key Responsibilities
1. Talent Acquisition Strategy & Execution
- Own and lead the full-cycle TA strategy for tech hiring across Singapore and Malaysia
- Develop a scalable hiring model capable of delivering 150+ hires per year across software engineering, data, infrastructure, cybersecurity, product, and adjacent disciplines
- Ensure hiring outcomes are timely, high-quality, and tightly aligned to workforce planning and insourcing priorities
- Maintain and report on key TA metrics - time-to-fill, source mix, quality of hire, and offer acceptance rate
2. Team Leadership & Capability Building
- Provide functional leadership, coaching, and quality oversight to a tech TA team of three
- Set the standard for sourcing, screening, candidate experience, and stakeholder management
- Build team capability across direct sourcing, market mapping, and structured hiring practices
3. Direct Sourcing & Agency Reduction
- Systematically build and scale direct sourcing channels - LinkedIn, professional communities, employee referrals, and industry events
- Develop proactive talent pipelines for critical and recurring tech roles to reduce reactive agency reliance
- Track and demonstrate measurable improvement in source mix over time
4. Employer Brand Activation
- Refine and activate the organisation's employer brand positioning in the tech talent market
- Drive content strategy, talent community engagement, and a visible presence at key industry and tech events
- Ensure the candidate experience reflects and reinforces the employer brand at every touchpoint
5. Stakeholder Management & Operations
- Partner closely with hiring managers and HR Business Partners to define role requirements, calibrate expectations, and align on hiring plans
- Manage end-to-end recruitment operations across Singapore and Malaysia, ensuring process consistency, candidate experience quality, and regulatory compliance
- Continuously improve recruitment workflows, tooling, and reporting infrastructure
Ideal Candidate Profile
- 8–10 years of talent acquisition experience, with a strong emphasis on tech hiring at volume
- Proven track record leading or functionally guiding a TA team across multi-market, high-volume hiring environments
- Demonstrated success in reducing agency dependency and scaling sustainable direct sourcing capability
- Experience developing and activating employer brand strategy in competitive tech talent markets
- Strong stakeholder management skills - comfortable partnering with senior hiring managers and HR leadership alike
- Exposure to both Singapore and Malaysia hiring contexts, or comparable multi-market scope
- Familiarity with SuccessFactors (ATS), LinkedIn Recruiter, and recruitment analytics tooling
- Background in telco, technology, or large enterprise environments is a genuine advantage
